HomeMy WebLinkAboutResolution 3271-11-2005A RESOLUTION NO a -] - 1 ~ -~-0OS ESTABLISHING A PILOT PROGRAM TO FUND PLUMBING REPAIRS AND PROVIDE FINANCIAL ASSISTANCE TO LOW INCOME FAMILIES FOR PAYMENT OF WATER AND SOLID WASTE COLLECTION FEES • WHEREAS an extraordinary event or cns~s situation has the capability of depleting a household s financial resources WHEREAS unexpected increases in utility expenses may place a financial burden. on some household budgets that are hmrted, WHEREAS a family's inability to pay for plumbing repairs may waste water and result in an increase ul water bills WHEREAS some families are forced to make pamfiil decisions regarding winch bills to pay and which. necessities to survive without, WHEREAS it is the desire of the City of Fort Worth to establish a program whereby water rate paying customers are afforded the opportunity to assist low income families by making voluntary donations on their water bills, with the funds to be used to pay for plumbing repairs and provide payment assistance for water wastewater and solid waste collection fees NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS 1 That the City Council through the adoption of this resolution hereby approves the establishment of a Utility Bill Assistance Pilot Program, which will give the City s retail water customers the opportunity to add. a voluntary contribution to their water bill payments to assist low income families by funding plumbing repairs and providing financial aid for payment of water and solid waste collection fees 2 That contributions collected by the Water Department be transferred to the Parks and Community Services Department to supplement the existing Water/Garbage Fee Assistance and Plumbing Repair Program established by M&C G 14656 on January 18 2005 • ~11~~ ~`"' lC''#~1 "~9T1~~' 3 That the Parks and Community Services Department be named program adnnmistrator and have responsibility for distribution of funds to Water Department customers whose income is at or below 175% of the federal poverty income guidelines and need assistance with the payment of their water and solid waste collection fees • 4 That two payments up to a maxnnum amount of $300 per year for utility bill assistance and $1 000 per year for plumbing repairs be distributed per famrly 5 That the Utility Bill Assistance Pilot Program be evaluated one year after the progrann is established.
