HomeMy WebLinkAboutOrdinance 18234-08-2008Ordinance No. 18234-08-2008 AN ORDINANCE INCREASING ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE WASTEWATER CAPITAL PROJECT FUND IN THE AMOUNT OF $2,987,193.00 FROM AVAILABLE FUNDS FOR THE PURPOSE OF EXECUTING AN ENGINEERING AGREEMENT WITH FREESE AND NICHOLS, INC., TO UPDATE THE WASTEWATER SYSTEM MASTER PLAN CITYWIDE; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1 That in addition to those amounts allocated to the various City departments for Fiscal Year 2007- 2008 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the Wastewater Capital Project Fund in the amount $2,987,193.00 from available funds for the purpose of executing an engineering agreement with Freese and Nichols, Inc., to updated the Wastewater System Master Plan Citywide. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance No. 17749 all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the City Manager to transfer $2,987,193.00 from Water Operating Fund to the Wastewater Capital Project Fund; 2. Adopt the appropriation ordinance increasing estimated receipts and appropriations in the Wastewater Capital Project Fund in the amount of $2,987,193.00 from available funds; and 3. Authorize the City Manager to execute an agreement with Freese and Nichols, Inc., in the amount of $2,987,193.00 to update the Wastewater System Master Plan Citywide. DISCUSSION: Periodically, the Fort Worth Water Department requires comprehensive planning efforts to help guide long- term capital improvements projects. On July 26, 1994, the Fort Worth City Council authorized the Integrated Wet Weather Wastewater Management Program to correct the deficiencies in the wastewater collection system and eliminate sanitary sewer overflows. Major elements included in this program were to update the wastewater collection system master plan and the wastewater treatment facilities plan. This study acted as a guide for major capital improvements through 2020. Since the completion of the Wastewater System Master Plan in 1999, the recommended capital improvement projects included in this study have been followed closely where development has occurred; however, there is now a need to update this master plan to evaluate service to future areas of growth and continue to reduce sanitary sewer overflows. Also, this proposed master plan will be a part of the Sanitary Sewer Overflow (SSO) Initiative program. This program is a part of the corrective action plan as proposed by the Water Department, which was approved by the Texas Commission on Environmental Quality. The City of Fort Worth provides wastewater service to retail and wholesale customers. Planning of this nature must be performed on a periodic basis so the service can be provided in an efficient and cost effective manner. The engineering firm of Freese & Nichols, Inc., has been selected to update the wastewater master plan. Freese & Nichols, Inc., was selected after a comprehensive review of national and local firms with the requisite skills to complete a wastewater system master plan. Freese & Nichols Inc., will identify the Fort Worth's ultimate service area by establishing planning area Logname: 60MASTER PLAN Page 1 of 2 boundaries, surveying organizations within the planning area boundaries to identify constraints and evaluate needs in future wastewater system development. Freese & Nichols Inc., will analyze, and update the existing wastewater collection system hydraulic model, and develop various scenarios to evaluate and recommend wastewater system improvements to serve undeveloped and unincorporated areas within the City of Fort Worth. The engineer will base wastewater system improvements on future wastewater flows under various development scenarios for atwenty-year planning period. The wastewater master plan will address system deficiencies as well as future growth areas. As part of the study, Freese & Nichols Inc., will develop a wastewater system capital improvements plan with cost estimates and implementation schedule, and identify relevant issues associated with additional wastewater treatment capacity/plant requirements, including permitting, schedule, and cost. Freese and Nichols, Inc., is in compliance with the City's M/WBE Ordinance by committing to 21 percent M/WBE participation. The City's goal on this project is 21 percent.
