PERSONAL SERVICES AGREEMENT

This PERSONAL SERVICES AGREEMENT ("Agreement") is made and entered into by and
between the CITY OF FORT WORTH ("City"), a home rule municipal corporation acting by and
through its duly authorized Assistant City Manager, and SHELIA HARRIS ("Consultant"), the
individual whose personal services are retained hereunder.
WITNESSETH:
That in consideration of the mutual covenants, promises and obligations contained herein, the City
and Consultant agree as follows:
1.
Consultant agrees to perform professional services necessary to serve as manager of the Fort Worth
Public Library ("Library") BOLD program outlined in the position analysis attached hereto as Exhibit
"A" and hereby made a part of this Agreement for all purposes.
2.
This Agreement shall commence on September 27, 1997 and end on August 31, 1998, unless
otherwise terminated as provided herein.
3.
Consultant shall perform the services outlined in Exhibit "A" for a period not to exceed thirty (30)
hours per week at times and on a schedule determined solely by the City. In full payment and
consideration for all services furnished hereunder, Consultant shall be paid biweekly at the rate of
$10.42 per hour, for a total sum not to exceed Fourteen Thousand Three Hundred Eighty Dollars
($14,380.00) during the term of this Agreement. Consultant understands and agrees that Consultant
shall be paid exclusively from funds granted by the State Library and Archives Commission. If any
or all such grant funds are not received by the City in a timely fashion, the City may terminate this
Agreement by providing written notice to Consultant, and the City shall have no further obligations
to Consultant hereunder. In no event shall any funds of the City of Fort Worth be used to fulfill any
of the terms and conditions hereunder.
4.
Consultant shall perform all services hereunder as an independent contractor and not as an officer,
agent, servant or employee of the City. However, Consultant agrees that in the performance of
all services hereunder, Consultant shall abide by all personnel rules and regulations of the City.
The doctrine of respondeat superior shall not apply as between the City and Consultant.

5.
Consultant's payments hereunder shall include FICA withholdings. Consultant hereby assumes full
responsibility for payment of all taxes that Consultant may be assessed as a result of this Agreement.
6.
Consultant covenants and agrees to, and does hereby, indemnify, hold harmless and defend the City,
its officers, agents, servants, employees and representatives, from and against any and all claims or
suits for property damage or loss and/or personal injury, including death, to any and all persons, of
any kind or character, whether real or asserted, arising out of or in connection with, directly or
indirectly, in whole or in part, Consultant's negligent acts or omissions or intentional misconduct.
Consultant hereby assumes all liability and responsibility for such claims or suits.
7.
If Consultant violates any of the covenants, provisions or stipulations of this Agreement, the City
shall have the right to terminate this Agreement by giving written notice to Consultant of its decision
to terminate and specifying the effective date of such termination. In this event, all of Consultant's
work product hereunder shall become the property of the City and Consultant shall receive just and
equitable compensation as provided in Section 3 for all work satisfactorily completed.
8.
The City may at any time require Consultant to furnish periodic reports pertaining to the work or
services undertaken pursuant to this Agreement. Consultant agrees to furnish such reports at the time
and in the form requested by the Library.
9.
Consultant covenants and agrees to keep all reports, data, information or other work prepared or
assembled by Consultant under this Agreement strictly confidential if requested to do so by the City.
Consultant shall not provide any individual or organization with any such reports, data, information
or other work without the prior written consent of the City.
10.
All reports, maps, manuals, kits, promotional materials, bibliographies or other documents produced
in whole or in part under this Agreement shall be the exclusive property of the City. Consultant
agrees that neither Consultant nor any other party shall apply for or obtain on behalf of Consultant
any copyright, trademark or patent in regard to such material.
11.
This Agreement shall be construed in accordance with the laws of the State of Texas. Venue for any
action hereunder shall lie in Fort Worth, Tarrant County, Texas.

12.
This Agreement, including any documents incorporated herein by reference, contains the entire
understanding of the City and Consultant as to the matters contained herein. Any prior or
contemporaneous oral or written agreement is hereby declared null and void to the extent in conflict
with any provisions of this Agreement.
IN WITNESS WHEREOF, the parties hereto have executed this Agreement in multiples, this

POSITION ANALYSIS
JOB TITLE: Asst. Manager JOB CLASSIFICATION: Conforms to Customer Service
Rep. I
GUIDANCE: Under the direction of the Project Manager, assists in the implementation of Project BOLD.
PURPOSE OF POSITIOIN:
To assist in establishing and operating a satellite library station within the Butler Place Housing Community.
MAJOR RESPONSIBILITIES:
1. Assist Project Manager in serving the residents of Butler Place Housing Community through operating
Project BOLD.
2. Assist in setting up furnishings, equipment and signage for Project BOLD in space made available by Fort
Worth Housing Authority at Butler Place.
3. Assist Project Manager in selecting materials for BOLD.
4. Assist in implementing existing FWPL systems for counting patronage, enrolling new library card holders,
surveying client interest signing up program participants, etc.
5. Help Manager to recruit, train and supervise community volunteers.
6. Help to implement time sheets, schedules and other procedural paperwork related to paid and volunteer
staff people.
7. Promote BOLD through contact with Residents Association, local community groups, other service
agencies on site and other likely venues.
8. Assist in designing and conducting appropriate programs for BOLD clients.
9. Cooperate with other Butler service agencies in serving residents.
10. Help to record BOLD materials usage, program participation, requests, etc.
11. Display FWPL literature, such as information on programs and resources at Central, Regional and branch
libraries.
12. Support Manager in experimenting with new programming for adults and children at BOLD.
13. Assist in arranging for modest receptions to recognize volunteer service.
14. Prepare monthly reports for Project Manager.
15. Help Manager to prepare final report on project.
16. Perform other duties as necessary or as assigned.
MINIMUM REQUIREMENTS: Two years of college or 60 degrees(or equivalent).
GENERAL QUALIFICATIONS:
Familiarity with Butler Housing Community preferred.
Familiarity with library sciences preferred.
Experience working with minorities preferred.
Ability to create innovative programs and procedures to meet unique(and unexpected)needs or requests of clients.
Ability to maintain effective working relationships with others.
Ability to use a telephone.
Use of sight, hearing, speech, arms, hands, legs and feet required to sit, stand, walk, bend, stoop, climb and to lift
up to 25 pounds.
SCHEDULE: 6 hours per day, 5 days per week. SALARY: $10.42 per hour

SATELLITE LIBRARY STATION
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to apply for and accept, if awarded, a grant from the Texas
State Library under the Library Services and Construction Act (LSCA), Title 1, "Public
Library Services for Disadvantaged Populations" Program for second year funding of the
BOLD Library Station in the amount of $46,819; and
2. Adopt the attached appropriations ordinance increasing estimated receipts and
appropriations by $46,819 in the Grants Fund subject to the receipt of the grant; and
3. Apply indirect costs according to Administrative RegulaVon 3.15 using the most currently
approved indirect cost rate of 28.7196 for this department.
DISCUSSIQN•
The LSCA awarded the Fort Worth Public Library a one-year grant in FY 1996-97 to establish the
satellite library at Butler Place, The project is,called BOLD, which stands for Butler Outreach
Library Division. The.residents of the Butler Place Housing Community,the t=ort Worth Housing
Authority, and many service agencies strongly support this project. BOLD is staffed by two
employees and is supported by community volunteers. A computer and modern provide on-line
access to the FYVPL catalog databases. BOLD offers other library services such as children's
storytimes,literacy tutoring, homework research, life skills help, etc. BOLD has been the subject
of positive media coverage and community involvement. In-kind contributions are listed for
informational purposes only. These contributions will be a required part of the contract next
year, but are not required at this time.
