HomeMy WebLinkAboutResolution 3037RESOLUTION NO ~~ THE CITY OF FORT WORTH'S COMMITMENT TO CLEAN AIR WHEREAS, the North Texas Region to Include Dallas Tarrant Denton and Collin Counties has not yet met the federal one hour standard for air quality WHEREAS, millions of North Texas citizens are subjected to breathing air that has been shown to Increase health costs and Increase rates of asthma and respiratory problems particularly among children and the elderly WHEREAS, the current clean air plan for the 1 hour ozone standard known as the State Implementation Plan (SIP ') for North Texas submitted by the State of Texas to the Environmental Protection Agency (`EPA ') has not been approved by the EPA WHEREAS, failure to develop a SIP approved by the EPA could result In the loss or delay of federal transportation funds in North Texas which would impact the mobility and economic development of the Region WHEREAS,. the North Texas Region is mandated to meet a proposed 8 hour ozone standard to be finalized by the EPA In April 2004 WHEREAS, the new SIP will be required to contain additional ozone reduction strategies in order to meet this new health based standard WHEREAS, North Texas local governments should set achievable goals and provide workable cost effective solutions and Implementation measures as soon as practicable to improve air quality and WHEREAS,. the State of Texas has provided monetary incentives to governmental entities to reduce pollution from on road and off road diesel equipment over the next four years through the Texas Emissions Reduction Program (TERP) ~'~ CRP 01.14.04 NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS 1 That the Clty of Fort Worth shall assist the North Texas Region to attain federal clean air standards for ozone by reducing emissions from its diesel fueled vehicles and equipment and by incorporating further energy efficiency measures In its buildings and facilities 2 That the Clty of Fort Worth shall strive to reduce electricity consumption rates from its existing buildings and facilities by at least 15% in addition to meeting the requirements of existing state law 3 That the City of Fort Worth shall where rt deems applicable duly consider amending existing or enacting new ordinances which will result in reductions of emissions from diesel fueled vehicles in both public and private fleets and which well result in the application of more energy efficiency measures in public and private buildings and facilities 4 That the City of Fort Worth shall do the following additional to reduce ozone forming pollution in the region a Take measures to expedite the use of Ultra Low Sulfur Diesel b Establish City Employee Transit Pass Program (E Pass) and vehicle miles traveled reduction study c Consider adopting and enforce idling restriction ordinance for all vehicles d Institute enforcement against smoking vehicle in non compliance with federal and state law e Expand the Clean Vehicle Fleet Program as the Council deems appropriate and f Consider adopting and enforce an ordinance regulating freight vehicles utilizing _ the left lane on congested highway corridors •~ R~ ~ r `~~ ;DDO~'TED this ~ ! ~ day of January 2004 ~ ~ ~~ ~ ~" 9,,; ~'v .r~,/ . ~- JAN ~`~ 20Q4~ ity Secretary ,~. ~~~~~, ~i~~ ~a~ry ®r ~~ Cie ass F'esut 9C'aaeh,'l~xs°.~ CRP 01.14.04
