(Engineer)made and entered into City Secretary Contract No. 29211 (the "Contract") on the 04th day of November, 2003; and WHEREAS,the Contract involves engineering services for the following project: DESIGN OF PROTECTION SYSTEMS WHEREAS, it has become necessary to amend said Contract to: (1) FWWD received grant from Department of Homeland Security to implement Buffer Zone Protection Plan(BZPP) at North and South Holly WTPs. As Part of Phase H, CH2M HILL will design an intelligent video management system for BZPP at the North Holly, South Holly,Eagle Mountain,Rolling Hills WTPs and Village Creek WWTF. (2) Phase III: Add the Protection System Improvements services recommended in CH2M HILL's Vulnerability Assessment Report completed in December 2002 which are outlined in this Amendment. No. 2, "Attachment A- Scope of Services and Fee" and standard details developed as part of Phase II. (3)Revise the Contract's maximum fee; and(4)Revise the Contract's M/WBE participation commitment: NOW THEREFORE, City and Engineer, acting herein by and through their duly authorized representatives, enter into the following agreement which amends the Contract: 1. The Scope of Services for this Project as outlined in"Attachment A, Scope and Fee"of the original agreement,is amended as follows: (1) FWWD received grant from Department of Homeland Security to implement Buffer Zone Protection Plan(BZPP)at North and South Holly WTPs. As Part of Phase II, CH2M HILL will design an intelligent video management system for BZPP at the North Holly,South Holly,Eagle Mountain,Rolling Hills WTPs and Village Creek WWTF. (2) Phase III: Add the Protection System Improvements services recommended in CH2M HILL's Vulnerability Assessment Report completed in December 2002 which are outlined in this Amendment.No.2,"Attachment A-Scope of Services and Fee' and standard details developed as part of Phase II. SCOPE - Protection System Improvements This scope provides the design,bidding and construction services to implement high priority electronic security improvements for the FWWD's facilities listed below. FWWD'facilities included in the design are: — Remaining ground storage tanks/booster pump stations(11) — All elevated storage tanks (11) — Wholesale customer water metering stations (28) — Clear Fork Raw Water PS — All lift stations(30) Protection system items included in the design are: ❖ Card access control system ❖ CCTV monitoring of critical assets •'• Motion sensor/intrusion detection devices ❖ Backflow preventors in wholesale customer metering stations (6) ❖ Evaluation and develop specifications for fire hydrant back flow prevention protection ❖ Communication systems(recommended by South West Research Institute)for security monitoring(CCTV,card access,intruder alarms)of critical remote sites from the security command center at Holly SCADA center Project Approach CH2MHILL will use a phased project approach for design,consisting of a Kickoff meeting, with visits to each site,and thereafter 30%,60% and 90% reviews. At regular intervals,a progress meeting will be held,to update the FWWD's project manager and other key project staff on the design status. Engineering services during construction are included in this scope of services,including technical bid analysis,submittal review,construction site visits,observe startup acceptance testing,and record drawing services. Task 1: Services During Design Phase: Task 1.1:Site Visits: — Locate electronic security devices(cameras,card access,motion and intruder sensors) — Check electrical feed for the electronic security systems Task 1.2:Schematic Design Phase (30% Review) — Develop preliminary-drawing list and specification list. — Evaluate and recommend security information management software — Produce preliminary block diagrams and facility plans. — Provide Budget Cost Estimate(+30%/-15%). — Provide internal QC review. — Deliver (5 copies) 30% review documents for FWWD's review. Task 1.3:Design Development Phase(60% Review): — Adjudicate 30% review comments,updating drawings. — Refine drawings,adding detail. — Produce preliminary specifications. 2 — Provide internal QC review. — Deliver (5 copies)60% review documents for FWWD's review. Task 1.4:Construction Documents Phase (90% Review): — Adjudicate 60% review comments,updating drawings. — Complete all drawings,block diagrams,details and site-plans. — Produce final version specifications. — Provide internal QC review at 90% review. — Deliver (five copies)90% review documents for client review. — Adjudicate all comments and incorporate into final set. — Complete Engineer's estimate of construction cost(+15%/-5%) — Provide stamped engineering drawings and construction specifications. Task 2: Services During Bidding Phase: — Prepare security contractor prequalification documents and assist the City in selecting the qualified contractors to bid on the Phase II and Phase III projects — Answer bid questions and issue addenda(2) — Attend Bid Opening/Tabulate bids — Provide technical bid evaluation assistance and make recommendation of contractor Task 3: Services During Construction Phase: — Answer contractor information requests (Assumed 50 RFIs). — Review shop drawing submittals (Assumed 12). — Evaluate potential change orders (Assumed 4). — Review Operation and Maintenance manuals(2) submitted by the Contractor. — Assist FWWD with contractor's pay requisitions — Construction Management: Resident inspector will be onsite during the construction period of 6 months for Phase II(8 hours/week) — Conduct monthly construction meetings and site visit trips (6)to observe construction progress, documenting each trip with a Site Observation Report. — At the construction completion visit,the objective is to develop a punch-list; identifying deficient items,action required and pertinent drawing or specification section. — Produce record drawings,based on contractor drawing redline markups. 3 Task 4: Part of Phase II-Design of Intelligent Video Management System(NMS) For the North Holly,South Holly,Rolling Hills,Eagle Mountain WTPs and Village Creek WWTF IVMS will be designed. IVMS consists of fixed camera system along fence line for intruder detection and notifying the FWWD's security command center. IVMS will be integrated with the existing security surveillance and access control system.This will be bid along with the rest of the Phase II construction contract. Task 5:Part of Phase II-Design equipment shelter for housing security network equipment The existing network room at Holly SCADA does not have room to accommodate the new computer equipment racks required for the proposed security systems in Phase II and III.As part of this task,evaluate locations where new equipment racks can be located and recommend an option that suits FWWD's interim needs.As part of this project,FWWD would like CH2M HILL to design a tilt up precast equipment shelter to enclose equipment racks.Also,evaluate whether the existing generator can accommodate new loads from security systems and if required provide a temporary back up power as part of Phase II construction contract until the new generator is added in the future by FWWD.This task also includes relocating existing security equipment rack from Holly SCADA to new equipment shelter and conduits with fiber between these two facilities. Task 6: Part of Phase II-Design new fiber optic backbone or add to the existing fiber optic backbone to connect the CCTV,Card Access System,and security panels to the security command center at each site This task involves making use of the existing fiber optic backbone for future security system expansion or adding to the existing infrastructure for fiber communications for the following new systems: — Card Access System. — CCTV System. • Design communication links between the various WTP sites and the South Holly SCADA Building to meet the requirements for the security systems. • Design additional fiber backbone where existing capacity is not available. • Replacing coaxial cable with fiber at Village Creek WWTP • Design for a 20% spare expansion capability. Task 7:Project Management — Meet with FWWD project manager and other key project staff,reconfirm project objectives,scope of work and schedule. — Provide FWWD project staff with Information Needs List; (existing drawings,site- plans documenting current system). 4 — Conduct four (4) progress meeting during the design phase (30%,60%,90% review and final) — Prepare project instructions,work plan,quality control procedures,schedule,and meeting procedures. This task will also include general project management such as reviews and in-house project management. — Conduct internal staff coordination;budget and schedule control;coordination of various task activities being conducted simultaneously and prepare handouts for meetings and workshops. — Prepare monthly invoices. Deliverables ❖ Five (5) copies of drawings and specifications at each review phase. ❖ One set of construction documents,sealed by a Professional Engineer registered in the State of Texas. (Drawings and Specifications) ❖ One electronic copy of drawing files. •'• One set of record drawings. Project Schedule The project schedule is estimated to take approximately six months to complete the design phase from Notice to Proceed. The services during construction phase will follow the design phase and is estimated to be 6 months. See Attachment D for project schedule. Assumptions FWWD provides existing documentation/drawings (site plans,building floor plans and electrical) that exists for the facilities. Assumes documentation in AUTOCAD format. New drawings to be in AUTOCAD format. FWWD will provide electronic copy of the front end specifications. Technical specifications for the project to be assembled using CH2M HILL's Security Master Specifications as a basis. Escorted access will be provided within facilities. Owner will provide acceptable topographic survey of sites and property boundary documents if required. Updating of electrical equipment to latest codes is not included in the scope. No relocation of underground utilities or structures will be required to incorporate new fencing. 5 City will require construction contractor(s) to name City and CH2M HILL as additional insured on the contractor's general liability insurance policy. Additional Services Additional Services to be performed by the ENGINEER, if authorized by the FWWD which are not included in the above described Basic Services, are described as follows: ❖ Additional project and construction meetings ❖ Additional site visits during construction(such as second punch list,field inspection) Compensation For Engineering Services CH2M HILL developed the engineering fees for designing the Fort Worth Water Department's protection systems; this fee basis is shown in Attachment B. Compensation will be on a time and materials basis as defined by the terms of the Contract between the City of Fort Worth and CH2M HILL Inc. The budgeted amount for the basic services identified in this Amendment No. 2 is $399,850. Compensation for services under this Agreement shall not exceed $902,650 without prior authorization and amendment to this Agreement. DISCUSSION: In November 2002, the Fort Worth Water Department completed a Vulnerability Assessment of its facilities in conformance with requirements set out in the Public Health, Security, and Bioterrorism Preparedness and Response Act of 2002. The Vulnerability Assessment identified areas where security measures should be enhanced. These security mitigation and enhancement programs were then prioritized based on their risk reduction capabilities and organized into a multi-year improvement program. On September 30, 2003, (M&C C-19784) the City Council authorized the execution of an engineering agreement with CH2M Hill to develop plans and specifications for improvements identified as Phase 1. These improvements included new and replacement fencing for critical assets, vehicle barriers, securing and hardening vaults, vents and hatches, fence mounted intrusion systems and motion/intrusion detection devices. These improvements are nearing completion. On January 4, 2005, (M&C C-20477) Amendment No. 1 was awarded to CH2M Hill that called for the development of plans and specifications for security improvements identified as Phase 2. These improvements included card access control systems at critical buildings, motion detection CCTV cameras, site lighting, intrusion detection devices, online instrumentation system for raw and finished water contamination detection and an integrated communication system for critical remote sites. In October 2005, the Water Department advertised for proposals for engineering and design of the Phase 2 and Phase 3 Security Improvements. Four firms responded and CH2M Hill was selected as the best- qualified firm. Under the proposed Amendment No. 2, CH2M Hill will design and provide construction management services for an intelligent video management system and fiber optic backbone for the major plants as part of the Phase 2 improvements. This design work is necessary for the construction of improvements to be funded through a recently approved federal grant. It will also include design work for security improvements identified as Phase 3 at ground storage tanks, booster pump stations, elevated storage tanks, wholesale customer metering stations and lift stations. Amendment No. 1 increased the contract by $251,800 to $502,800. Amendment No. 2 will increase the amended contract by $399,850 for a total amount not to exceed $902,650 CH2M Hill is in compliance with the City's M/WBE Ordinance by committing to an additional 16% M/WBE participation on this Amendment No. 2. The City's goal on this amendment is 15%.
