HomeMy WebLinkAboutResolution 4771-05-2017 A Resolution NO. 4771-05-2017 RATIFY APPLICATION FOR AND AUTHORIZE ACCEPTANCE OF THE GRANT PROJECT FOR THE FISCAL YEAR 2018 STATE JUSTICE ASSISTANCE GRANT FROM THE STATE OF TEXAS, OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION AND MAKING ASSURANCES REQUIRED BY THE CRIMINAL JUSTICE DIVISION OF THE GOVERNOR'S OFFICE WHEREAS, the Criminal Justice Division of the Governor's Office (CJD) funds grant projects throughout the state; and WHEREAS, the City Council of the City of Fort Worth finds that it is in the best interest of the citizens of Fort Worth to utilize grant funds from CJD for Forth Worth Police Department Fugitive Unit for officer safety equipment during the Fiscal Year 2018 Grant Cycle; and WHEREAS, the release of the grant funds is contingent upon the completion of specified requirements set by the CJD, including the passage of a Resolution by the City Council containing certain assurances. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS, THAT: 1. The City Council ratifies the above-referenced modification of the grant project for the Fiscal Year 2018 State Justice Assistance Grant from the State of Texas, Office of the Governor, Criminal Justice Division; 2. The City Council designates the City Manager, through the Assistant City Manager for Police, to apply for, accept, reject, alter or terminate this grant on behalf of the City; and 3. In the event of loss or misuse of the CJD grant funds, the City assures that the funds will be returned to the CJD in full. ADOPTED THIS 2°d day of May, 2017. Ratify the application for and authorize the acceptance of, if awarded, the Fiscal Year 2018 State Justice Assistance Grant from the State of Texas, Office of the Governor, Criminal Justice Division in the amount of$56,504.00; 2. Authorize the execution of a Grant Agreement with the State of Texas, Office of the Governor, Criminal Justice Division for the Fiscal Year 2018 State Justice Assistance Grant; and 3. Adopt the attached resolution for acceptance of grant funds in the amount of$56,504.00 and to make assurances as required by the State of Texas, Office of the Governor, Criminal Justice Division. DISCUSSION: Each year, the Criminal Justice Division (CJD) of the Governor's Office funds projects throughout the State of Texas under the State Justice Assistance Grant Program. The Fort Worth Police Department submitted an application for the Fort Worth Police Department Fugitive Unit in the amount of$56,504.00 for various pieces of officer safety equipment. This request includes items such as wireless pole-cameras for searches in crawl space, active shooter level IV plates, ballistic helmets, and ballistic shields. Members of the Fugitive Unit are responsible for serving all felony and misdemeanor arrest warrants originating from within the Fort Worth Police Department. They also respond to teletypes and requests from other law enforcement agencies requiring the service of arrest warrants. This equipment will provide the Fugitive Unit additional protection to help increase officer safety while performing their duties. This application is for equipment only; therefore, indirect costs do not apply. If awarded, these funds will be included in the department's proposed Fiscal Year 2018 budget. The CJD requires that the City adopt a resolution to provide assurances that funds will be returned to the CJD, in full, in the event of loss or misuse of CJD grant funds. The City is also required to designate an official authorized to accept, reject, or alter the grant. This contract will be with a governmental entity, state agency or public institution of higher education: State of Texas, Office of the Governor, Criminal Justice Division.
