Kayser, City Secretary With a quorum of the City Council Members present, Mayor Price called the Fort Worth City Council Work Session to order at 3:03 p.m. on Tuesday, April 11, 2017, in City Council Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 1. Report of the City Manager- David Cooke, City Manager a. Changes to the City Council Agenda There were none. b. Upcoming and Recent Events Budget Stakeholder's meeting - April 13, 2017 Ground Breaking for the Fort Worth Multipurpose Arena, April 18, 2017 at 11:00 am. No Work Session on April 18, 2017 and no Council Meeting on April 25, 2017. National Community Development Week — April 17 — April 22. City will be hosting a Community Development Forum on April 17, 2017, at the Ella Mae Shamblee Library. C. Organizational Updates and Employee Recognition(s) Natalie Ayala-Moore, with Economic Development was recognized as an Outstanding Young Leader by the Fort Worth Real Estate Council. Current Agenda Items - City Council Members No questions. 3. Responses to Items Continued from a Previous Week a. ZC-17-035 - (COUNCIL DISTRICT 3 - Zim Zimmerman) - Chi Song LLC, 3632 Longvue Avenue; From: "CF" Community Facilities To: "E" Neighborhood Commercial (Applicant Request), "PD/CF" for all uses in "CF" Community Facilities plus event center (Zoning Commission recommendation): site plan waiver recommended. (Recommended for Approval as Amended by the Zoning Commission to PD/CF plus event center; site plan waiver) (Continued from April 4, 2017 by Council Member Jordan on behalf of Council Member Zimmerman) This item will be acted on at the Council meeting. 4. Briefing on 2018 Bond Program — David Cooke and Jay Chapa, City Manager's Office and Michelle Gutt, Communications and Public Engagement City Manager Cooke kicked off the briefing and noted that we have a dedicated property tax rate of 17.35 cents, we are using conservative assumptions and best practices such as cash and debt financing and aligning financing to infrastructure life cycles. The bond program will not require a tax rate increase. We will retain some debt capacity for partnership opportunities. Assistant City Manager, Jay Chapa provided the proposed 2018 Bond Program funding recommendation is $399,500,000. Broken down as follows: Streets and Transportation $258,055,000 Park and Recreation $ 84,645,000 Police Facility $ 18,075,000 Fire Safety $ 14,219,000 Animal Care and Control $ 13,770,000 Library $ 10,736,000 The bond election is proposed for May 2018. Michelle Gutt concluded the presentation with a plan for public engagement in the Bond process. CITY OF FORT WORTH, TEXAS CITY COUNCIL WORK SESSION APRIL 11, 2017 Page 3 of 3 5. Progress Report on Economic Development Strategic Plan — Robert Sturns, Economic Development and John Karras, TIP Strategies, Inc. Mr. Robert Sturns, Economic Development Department introduced John Karras, TIP Strategies, Inc. Mr. Karras provided an update on the status of the strategic plan and provided an overview of the process, stakeholders that have been engaged and an outline of the deliverables. 6. Briefing on Senior Service Community Assessment — Sonia Singleton, Neighborhood Services Ms. Sonia Singleton, Neighborhood Services Department, provided a review of services for older adults. She proposed a service model through the Neighborhood Services and Park and Recreation Departments. Staff is recommending the following: Pay Senior Citizen Services of Tarrant County $40,000 for the final installment for services through September 31, 2017. Effective October 1, 2017, City assumes the responsibility for the provision of recreational and social services for older adults at community centers. Decommission Fellowship Corner and shift staff and resources to Southside Community Center. 7. City Council Requests for Future Agenda Items and/or Reports Council Member Espino requested an update form the Fort Worth Vaqueros FC . Council Member Jordan requested an update on how the public should communicate with the City regarding storm damage and how neighborhoods are notified about utility conduction.
