I. CALL TO ORDER
With a quorum of the City Council Members present, Mayor Pro tem Shingleton called the
regular session of the Fort Worth City Council to order at 7:00 p.m. on Tuesday, April 18, 2017,
in the City Council Chamber of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.

Motion: Council Member Zimmerman made a motion, seconded by Council Member Allen
Gray, that the minutes of the Joint Fort Worth City Council and Fort Worth
Advisory Commission on Ending Homelessness Meeting of March 27, 2017,
Special Called Meeting for the Stop Six/Cavile Place Bus Tour of March 28, 2017,
and the Regular meeting of April 11, 2017, be approved. Motion passed 7-0, Mayor
Price and Council Member Bivens absent.

Water and Sanitary Sewer Improvements Located in the Near Southside
Medical District Neighborhood for a Revised Contract Amount of$421,865.00

10. M&C C-28196 - Allocate Use of Previously Appropriated Gas Related Revenue
and Authorize Execution of a Construction Contract with Northridge

Additional Project Costs and Contingencies in the Amount of$60,284.00 for a

1. M&C G-18989 - Approve Application for Partial Approval of the Historic Site
Tax Exemption for 1618 Lipscomb Street (COUNCIL DISTRICT 9)
Motion: Council Member Zadeh made a motion, seconded by Council Member Jordan, that
Mayor and Council Communication G-18989 be approved. Motion passed 7-0,
Mayor Price and Council Member Bivens absent.
D. Land
1. M&C L-16027 - Consider Institution and Adoption of an Ordinance for
Proposed Owner-Initiated Annexation of Approximately 841.8 Acres of Land
Described as Out of the Benjamin Thomas Survey, Abstract No. 1497; the J.H.
Simmons Survey, Abstract No. 1486; the Josiah N. Reed Survey, Abstract No.
1362; and the D.F. McCarty Survey, Abstract No. 1079, in Tarrant County,
Texas, Located West of Business 287, North Along Boat Club Road and Park

Mr. Brent Murphree, 5750 Genesis Court, Frisco, Texas, appeared before Council in support of
Mayor and Council Communication L-16027.
Motion: Council Member Jordan made a motion, seconded by Council Member Espino,
that Mayor and Council Communication L-16027 be approved and Ordinance No.
22684-04-2017 be adopted. Motion passed 7-0, Mayor Price and Council Member
Bivens absent.
XV. ZONING HEARING
The Notice of Special Hearing set today as the date for the hearing in connection with
recommended changes and amendments to Zoning Ordinance No. 13896 and that notice of the
hearing had been given by publication in the Fort Worth Star-Telegram, the official newspaper
of the City of Fort Worth, on March 31, 2017.
Mayor Pro tem Shingleton opened the public hearing.

of Zoning Docket ZC-17-027 and was recognized by Mayor Pro tem Shingleton but did not wish
to address Council.
Motion: Council Member Moon made a motion, seconded by Council Member Zimmerman,
that Zoning Docket ZC-17-027 be approved. Motion passed 7-0, Mayor Price and
Council Member Bivens absent.
2. ZC-17-031 - (CD 9) - Richard N & Linda H Claytor, 209 and 215 E. Leuda; From

Motion: Council Member Espino made a motion, seconded by Council Member Jordan, that
Zoning Docket ZC-17-051 be approved. Motion passed 7-0, Mayor Price and
Council Member Bivens absent.
4. ZC-17-062 - (CD 9) - Origin Bank, 812 Summit Avenue; From: "G" Intensive
Commercial/Downtown Urban Design District and "J" Medium
Industrial/Downtown Urban Design District To: "H" Central Business
District/Downtown Urban Design District (Recommended for Approval by the
Zoning Commission)
Mr. Jonathon Wood, 2808 Fairmount Street, Suite 300, completed a speaker card in support of
Zoning Docket ZC-17-062 and was recognized by Mayor Pro tem Shingleton but was not present
in the Council Chamber.
Motion: Council Member Zadeh made a motion, seconded by Council Member Allen Gray,
that Zoning Docket ZC-17-062 be approved. Motion passed 7-0, Mayor Price and
Council Member Bivens absent.
There being no one else present desiring to be heard in connection with the recommended
changes and amendments pertaining Zoning Ordinance No. 13896 for the above-listed case,
Council Member Zadeh made a motion, seconded by Council Member Allen Gray that the
hearing be closed and Ordinance No. 22685-04-2017 be adopted. Motion passed 7-0, Mayor
Price and Council Member Bivens absent.

XV. CITIZEN PRESENTATIONS
Mr. Daniel Grijalba, 1401 Terbert Lane, completed a Citizen Presentation card relative to a
"Straight Access Notice" for Ederville Road access and was recognized by Mayor Pro tem
Shingleton but was not present in the Council Chamber.

bond package and use for playgrounds.
Ms. Dianna Wilson, 5816 Village Course Circle #326, appeared before Council relative to
sidewalks, street lights, water service, and bus service.
Mr. Bob Willoughby, 6731 Bridge Street #125, appeared before Council relative to Zoning
Docket ZC-17-060.
Mr. Gerald Banks, 6861 Routt Street, appeared before Council relative to his support of the
Craig family.
Mr. Charleston White, 1001 Fringewood Drive #929, appeared before Council relative to the
conditions in the black community and the spike in violence.
Mr. LaSondra Huggins, 8504 Ohara Lane, appeared before Council.

There being no further business, Mayor Pro tem Shingleton adjourned the Regular meeting at
7:51 p.m., in memory of Mr. Dennis "Dale" Dickerson who passed away Sunday, April 9, 2017,
Mr. Thomas G. Sylvester who passed away on Sunday, April 9, 2017, and Ms. Molly Jane
Matheson who passed away on Monday, April 10, 2017.
