WHEREAS, the City of Fort Worth (City) and TranSystems
Corporation d/b/a TranSystems Corporation Consultants, (Engineer)
made and entered into City Secretary Contract No. 37036, (the
Contract) which was authorized by the City Council by M&C C-22766
on the 15th day of April, 2008 and subsequently revised by one
previous amendment; and
WHEREAS, the Contract involves engineering services for the
following project:
Storm Water and Franchise Utility Relocations for the Trinity
River Vision-Central City Project and Trinity Uptown Service
Area, Phase 1A - Bridge and Channel Relocations.
WHEREAS, it has become necessary to execute Amendment No. 2
to said Contract to include an increased scope of work and revised
maximum fee;
NOW THEREFORE, City and Engineer, acting herein by and
through their duly authorized representatives, enter into the
following agreement which amends the Contract:
1.
Article I, of the Contract is amended to include the
additional engineering services specified in M&C C-242791 adopted
by the City Council on the 22nd day of June, 2010 and further
amplified in a proposal letter dated April 22, 2010, copies of
which are both attached hereto and incorporated herein. The cost
to City for the additional services to be performed by Engineer
total $118, 979. 00.

Article II, of the Contract is amended to provide for an
increase in the maximum fee to be paid to Engineer for all work
and services performed under the Contract, as amended, so that the
total fee paid by the City for all work and services shall not
exceed the sum of $2, 965, 479. 00 .
3 .
All other provisions of the Contract which are not expressly
amended herein shall remain in full force and effect.

Dear Mr.Conlon,
This letter presents our proposal for additional services with respect to the above referenced project for your
consideration. Per the request of the City,this proposal is specifically for the following tasks:
• Research,field survey,and preparation of legal descriptions for the proposed zoning districts within
the Trinity Uptown area of the Trinity River Vision project.
• Survey,design and permitting for the proposed Police Impound Lot to be located on the landfill
area south of the Brennan Avenue Service Center.
Specific Information and fee breakouts for each project are presented below.
Zonlnty lepal Descriptions
TranSystems will provide the legal descriptions in accordance with the Comprehensive Land Pian that has
been developed for the area. We will contract directly with the DBE firm of Spooner&Associates for
assistance with field survey and exhibit preparation.

TranSystems will provide topographic surveying,civil engineering design,electrical and lighting design,and
landscaperrrigation design for the proposed impound lot. We will contract directly with the following sub
consultants for the services listed:

• LTS Design Group(MWBE)for the provision of landscape and irrigation design;
• CMJ Engineering for the provision of geotechnical investigation.

HEARING:
SUBJECT: Authorize the City Manager to Execute Amendment No. 2 in the Amount of$118,979.00
to City Secretary Contract No. 37036 with TranSystems Corporation, d/b/a TranSystems
Corporation Consultants, for Design of Improvements for Phase II of the Police Auto
Pound and Fleet Operations as Part of the Relocation Projects for the Trinity River Vision
and Adopt Appropriation Ordinance (COUNCIL DISTRICTS 2 and 9)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize the City Manager to execute Amendment No. 2 in the amount of$118,979.00 to City
Secretary Contract No. 37036 with TranSystems Corporation, d/b/a TranSystems Corporation
Consultants, for design of improvements for Phase 11 of the police auto pound and fleet operations as
part of the relocation projects for the Trinity River Vision;
2. Increase the Contract amount to $2,965,479.00;
3. Authorize the transfer of$118,979.00 from the General Fund to the Specially Funded Capital
Projects Fund; and
4. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Specially Funded Capital Projects Fund by $118,979.00 from available funds.
DISCUSSION:
On April 15, 2008, (M&C C-22766) the City Council authorized an Engineering Agreement in the
amount of$946,500.00 with TranSystems Corporation, d/b/a TranSystems Corporation Consultants,
for storm water and franchise utility relocations for the Trinity River Vision-Central City Project and
Trinity Uptown Service Area, Phase 1A - Bridge and Channel Relocations. The Agreement was
subsequently revised by Amendment No. 1 (M&C C-23915, November 17, 2009) in the amount of
$1,900,000.00 to provide for the addition of the necessary scope of services for Phase 1 B of the
project. The proposed Amendment No. 2 brings the total Contract amount to $2,965,479.00.
Amendment No. 2 to the Contract will provide for the following:
Engineering and design services for the police auto pound and fleet services - Phase II expansion.
The auto pound facility was relocated last year from Northside Drive to its current location behind
the Brennan Avenue Service Center (2530 Brennan Avenue) in order to provide for current and
future operational needs of the City and also provide valley storage for the project at the previous
location of the auto pound; and
Research, field survey and preparation of legal descriptions for the proposed zoning districts within
the Trinity Uptown Area of the Trinity River Vision Project.
Tran Systems Corporation, d/b/a Tran Systems Corporation Consultants, proposes to provide the
additional services for a lump sum fee of$118,979.00. Funding for the additional services covered by
this Amendment will be provided by the Police Auto Pound Operating Budget. City staff considers the
amount of the consultant's proposal to be fair and reasonable for the scope of services to be
performed.

In order to construct the Trinity River Vision - Central City Project, it is necessary to relocate
conflicting water, sewer, storm water, electrical, gas utilities and some facilities.
To expedite the relocation of the storm water improvements and franchise utilities prior to the
construction of the Trinity River Vision (TRV) Projects, the proposed project was divided into the
following phases for design and construction purposes:
1. Storm water and franchise utility relocations for the Trinity River Vision - Central City Project and
the Trinity Uptown Service Area, Phase 1A— Bridge and Channel Relocations;
2. Storm water and franchise utility relocations for the Trinity River Vision - Central City Project and
the Trinity Uptown Service Area, Phase 1 B— Bridge and Channel Relocations;
3. Storm water and franchise utility relocations for the Trinity River Vision - Central City Project and
the Trinity Uptown Service Area, Phase 2— Mitigation Areas; and
4. Storm water and franchise utility relocations for the Trinity River Vision - Central City Project and
the Trinity Uptown Service Area, Phase 3 - Bypass Tie-ins, University Drive, Isolation Gates and
Samuels Avenue Dam.
In addition to these utility relocation needs, staff also identified the need to relocate the auto pound
and fleet services operation of the Police Department to the Brennan Service Center. This replaces
the auto pound facility relocated for fill and flood storage with a centrally located shared facility on
existing City property.
TranSystems Corporation, d/b/a TranSystems Corporation Consultants, is in compliance with the
City's M/WBE Ordinance by committing to an additional 37 percent M/WBE participation on this
Amendment No. 2. The City's goal on this amendment is 20 percent.
The overall project is located in COUNCIL DISTRICTS 2 and 9; however, the services to be provided
in this particular amendment are located in COUNCIL DISTRICT 2, 8 and 9 and the facility will serve
residents in ALL COUNCIL DISTRICTS.
FISCAL INFORMATION/CERTIFICATION:
The Financial Management Services Director certifies that upon approval of the above
recommendations and adoption of the attached appropriation ordinance, funds will be available in the
current capital budget, as appropriated, of the Specially Funded Capital Projects Fund.
