WHEREAS, the City of Fort Worth (City) and TranSystems
Corporation d/b/a TranSystems Corporation Consultants, (Engineer)
made and entered into City Secretary Contract No. 37036, (the
Contract) which was authorized by the City Council by M&C C-22766
on the 15th day of April, 2008 and subsequently revised by two
previous amendments; and
WHEREAS, the Contract involves engineering services for the
following project:
Storm Water and Franchise Utility Relocations for the Trinity
River Vision-Central City Project and Trinity Uptown Service
Area, Phase 1A - Bridge and Channel Relocations.
WHEREAS, it has become necessary to execute Amendment No. 3
to said Contract to include an increased scope of work and revised
maximum fee;
NOW THEREFORE, City and Engineer, acting herein by and
through their duly authorized representatives, enter into the
following agreement which amends the Contract:

Article I, of the Contract is amended to include the
additional engineering services amplified in a proposal letter
dated September 28, 2010, a copy of which is attached hereto and
incorporated herein. The cost to City for the additional services
to be performed by Engineer total $-0-. (The reason for this
amendment is to add Storm Water Master Planning to the contract
scope and reduce the scope of the environmental studies (added via
amendment No. 2) by an equivalent dollar amount, resulting in zero
dollar change in this amendment and no change to the total
compensation) .

Article II, of the Contract is amended to provide for anTIE00R0
increase in the maximum fee to be paid to Engineer for all workRETARY
FT. WORTH, TX
and services performed under the Contract, as amended, so that the
total fee paid by the City for all work and services shall not
exceed the sum of $2,965,479.00.
3.
All other provisions of the Contract which are not expressly
amended herein shall remain in full force and effect.

Scope of Services
09-22.2010
The purpose of this Amendment is to add Storm Water Master planning (for the Trinity Uptown area) to the current
Phase IS contract scope and to reduce the scope of the Environmental Studies by an equivalent dollar amount. The
net result of this amendment will be a no change in total compensation and only a change in the scope of work to de
accomplished.
The amended tasks are described below:
A. ADDED SCOPE-STORM DRAINAGE SYSTEM ANALYSIS
1. Stormwater Master Plan(Increased scope to cover the Trinity Uptown area)
i. Project Management and Meetings
a. Prepare for and conduct up to six(6)meetings with TRVA partners to coordinate
and discuss Trinity Uptown Stormwater Master Plan.
ii. Hydrology
a. Delineate drainage basins and perform hydrologic computations to the inlet —
level for proposed storm drainage systems in the Trinity Uptown identified as:
Arthur System (White Settlement Road); Police Academy System (Henderson
Street); Grand Avenue System (Main Street northwest); Calhoun North System
(Main Street northeast); Calhoun South System(Main Street south), and outfalls
to the canals.
b. Coordinate with and provide input to Civil Engineer providing Mass Grading Plan
for Trinity River Vision Uptown Area. Drainage delineation for proposed
conditions will be based on the Mass Grading Plan. At the time of this contract,
the Civil Engineer providing these services has not been identified.
c. Incorporate consideration of proposed bypass channel and gate operation in
determination of hydrographs to be utilized for hydraulic computations.
d. Hydrologic computations will be performed using the current USACE HEC-HMS
models and the Wallingford Infoworks software, 2D methodology, as utilized in
determining existing conditions,
e. Runoff hydrographs will be computed for return events including the 2, 5, 10, 25,
50,and 100-year probability storms using CoFW frequency precipitation data.
f. Fully-developed conditions discharges will be computed by incorporating future
development information as provided by the City of Fort Worth and TRVA
partners. Up to three different land use scenarios will be utilized to determine
expected discharges.
iii. Hydraulics
a. Perform hydraulic computation on the systems described herein.
b. Generate color-coded maps to demonstrate the retum-event capacity of each
system analyzed.
c. Identify and quantify system overflow locations and depths for 25- and 100-year
return event storms.
d. Determine proposed sizes and preliminary routes for storm drainage systems
within the Trinity Uptown area. These systems will meet the CoFW criteria in the
Storm Water Management Design Manual, March 2006,or latest revision.
e. Evaluate up to three different proposed alignment options
iv. Water Quality Management
a. Coordinate with APAI to determine storm water quality impacts of proposed
alignments.
b. Recommend storm drain alignment alternatives that minimize water quality
impacts.
v. Excluded Services: The following tasks are specifically excluded from this Scope of
Services. It is anticipated that these services shall be perforated in Future Phases of this
Project.
a. Water Quality Management other than that described above, Capital
Improvement Planning or Phasing or financial models for Capital Improvement
Planning or Phasing,or Stormwater Design Criteria for development in the Trinity
Uptown area.Water Quality Management research,development,consultation or
coordination
b. Consultation with any member of the development community for Design
Guidance related to redevelopment or future development of the Central City
area.
c. Capital Improvements Planning or Modeling for the Central City
d. Design Guidance recommendations for future development or redevelopment of
the Central City area.
vi. Deliverables
a. Prepare a brief Summary of Findings and Design Considerations for each
alternative evaluated. Up to five(5)copies of the report will be submitted.
b. Determine a conceptual Opinion of Probable Cost for each alternative.
c. Prepare graphic, color-coded exhibits showing proposed alignments. Exhibits
will be distributed in both hard copy and digital format.
d. Submit all digital hydrologic and hydraulic analysis models used in the
development of the recommendations.
B. REDUCED SCOPE -ENVIRONMENTAL STUDIES
The original scope of services covered environmental studies of proposed utility (franchise and
stormwater) relocations for the Central City project. This amendment will reduce the current scope,
based on a monetary budget of $33,072 rather than studying the entire limits of the utility
(stormwater and franchise) relocations. It is the intent of this amendment to include the remainder
of the environmental work for the utility relocations (stormwater and franchise) in the next phase
(Phase 2)of this TRV project.
