WHEREAS, the growth in the Southwest Section of Fort Worth has been acceler-
ating for the last decade; and
WHEREAS, the Southwest Section of Fort Worth and of Tarrant County has no
highway or freeway connection with the City Center; and
WHEREAS, lack of this freeway or highway is forcing an increasing number of
automobiles onto local streets not designed to carry the load; and'
WHEREAS, the Texas Highway Department's 1955 "Plan of Urban Expressways for
the Fort Worth Metropolitan Area"; and its 1967 "Dallas-Fort Worth Regional
Transportation Study" include the Southwest Freeway; and
WHEREAS, the "Fort Worth Metropolitatr"Area Thoroug re Plan", adopted by
the City Plan Commission and the City Co cil in 1960, included the South-
west Freeway; and
WHEREAS, the Fort Worth Area Chamber of Commerce etr olitan Highways

Committee 1964 Comprehensive Long-Ran Highway Develo ment Program,
included a freeway along this alignment; nd
WHEREAS, the "Preliminary Plan for the 1980 ban Area of Fort Worth"
which included the Southwest Freeway was approved by 4e City Plan
Commission and the City Council in 1965; ;and
WHEREAS, the 1969 "Program for Progress", approved by the City Plan
Commission and the City Council, stresses development in the northwest, west,
and southwest areas of Fort Worth d Tarr nt County; and
WHEREAS, the Sector One General Plan, he N�rtheast Sector General Plan, the
CBD Sector Report, and the rlington Heigbts Sector General Plan, emphasize
the need for the Southwest Fr way, and were approved by the City Plan
Commission and City Co un 196 ' 1973; and
WHEREAS, the Streams and Valley �om 'ttee has endorsed the Southwest
'^ Freeway; and'
WHEREAS, the Texas Highway Department has scheduled a public hearing on the
Southwest Freeway alignment, for May 2, 1973; NOW, THEREFORE,
BE IT RESOLVED BY THE City COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
THAT said City Council by this resolution advise the Texas Highway Department
of its whole hearted support of the Southwest Freeway, and of the importance
to the citizens of Fort Worth of the early construction of the Southwest
Freeway:
1. To relieve traffic congestion in the Central Business District by
providing the last section of a freeway loop system around the CBD;
2. To remove through traffic from local streets in the Southwest
Section of the City;

3. To improve traffic movement between the Central Business District and
the Southwest Area of Fort Worth and Tarrant County;
4. To alleviate existing and future noise and air pollution conditions
caused by continuous starting and stopping of automobiles on
congested streets, by providing a limited access facility with
minimal number of stops; and
5. To relieve the congestion on the East-West Freeway.
