AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND
APPROPRIATIONS IN THE AMOUNT OF $850,000.00 IN THE SEWER
CAPITAL FUND - LEGACY, FROM AVAILABLE FUNDS, FOR THE PURPOSE
OF FUNDING THE SANITARY SEWER CURED — IN — PLACE PIPE,
CONTRACT 2014; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING
THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING
ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN
EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2016-2017 in the
Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the
amount of$850,000.00 in Sewer Capital fund-Legacy, from available funds,for the purpose of funding the
Sanitary Sewer Cured—In—Place Pipe,Contract 2014 Project.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or
void for any reason by a court of competent jurisdiction, such decision,opinion or judgment shall in no way
impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining
provisions shall be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 22394-09-2016 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions
of said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Execution of the Second Renewal of City Secretary Contract No. 46046 with Insituform
Technologies, LLC, in the Amount of$800,000.00 for Sanitary Sewer Cured-in-Place Pipe, Contract No.
2014 for Trenchless Rehabilitation of Sanitary Sewer Mains at Various Locations Throughout the City of
Fort Worth, Provide for Staff Cost and Contingencies for a Total Amount of$850,000.00 and Adopt
Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation Ordinance increasing estimated receipts and appropriations in the
Sewer Capital Fund - Legacy in the amount of$850,000.00; and
2. Authorize the execution of the second renewal of City Secretary Contract No. 46046 with Insituform
Technologies, LLC, in the amount of$800,000.00 for Sanitary Sewer Cured-In-Place Pipe, Contract 2014
(City Project No. CO2298).
DISCUSSION:
On September 9, 2014, Mayor and Council Communication (M&C C-26968)the City Council Authorized a
contract in the amount of$1,000,000.00 with the option for three renewals, under the same terms,
conditions and unit prices, with Insituform Technologies, LLC (Insituform Technologies)for Sanitary Sewer
Cured-in-Place Pipe, Contract 2014 for Trenchless Rehabilitation of Sanitary Sewer Mains at various
locations. The contract was subsequently renewed on June 28, 2016 (M&C C-27812) in the amount of
$500,000.00.
Trenchless rehabilitation of existing sanitary sewer mains is recommended at locations where open cut
installation is not feasible, cost effective or to minimize service disruption.
Due to anticipated work load in Fiscal Year 2017, Staff budgeted $850.000.00 for the second renewal.
Insituform Technologies has been informed of the amount and is in Agreement.
This contract renewal will have no impact on the Water Department operating budget when complete.
M/WBE OFFICE: Insituform Technologies, LLC, is in compliance with the City's BDE Ordinance by
committing to five percent MBE participation. The City's MBE goal on this project is five percent.
The project is located CITY WIDE in ALL COUNCIL DISTRICTS.

The Director of Finance certifies that upon approval of the above recommendation and adoption of the
attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, of
the Sewer Capital Fund - Legacy. The Fiscal Year 2017 Sewer Operating Budget includes appropriations
of$31,636,073.00 for the purpose of providing Pay-As-You-Go funding for Capital Projects. After this
transfer for Fiscal Year 2017, the balance will be $16,643,801.00.
