R E S O L U T I O N
WHEREAS, The House of Representatives of the United States
has before it HR 9730 (Thompson) and HR 8677 (Clay), which bills
would regulate labor relations at state, county and municipal
government levels; and,
WHEREAS, HR 9730 brings all government employees under
the National Labor Relations Act and HR 8677 voids local and
state bans against government workers strikes, calls for over-
ride of state right-to-work statutes for public employees and
creates a National Public Employee Relations Commission to set
bargaining standards ; and,
WHEREAS, decisions to be made by such proposed commission
would be made without consideration of the City 's financial
condition and would be made by an arbitrator not responsible
to the citizens of Fort Worth; and,
WHEREAS, such proposed legislation would further divest
the City Council of its exclusive legislative discretion in
fixing and determining the wages, hours and working conditions
of its employees and would authorize an arbitration board or
court to substitute its discretion and judgment for that of
the duly authorized City Council on a purely legislative matter;
and,
WHEREAS, the City of Fort Worth has been responsive in
recognizing the need for adequate pay and good working condi-
tions for all City Employees and authorized in the 1972-73
adopted budget an eleven per cent raise for these employees ;
and,
WHEREAS, the experience in other states which have bind-
ing arbitration laws for public employees has been that their
cities ' financial conditions in many cases resulted in the
necessity of reducing vital city service levels by laying off
employees to finance salary awards given by outside arbitrators ;
and,
WHEREAS , to allow state and local government employees
to strike would seriously impair the ability of these govern-
ment units to protect the health, welfare and public safety
of their citizens .
NOW, THEREFORE, BE IT RESOLVED that the Fort Worth City
Council expresses its firm opposition to HR 9730 (Thompson)
and HR 8677 (Clay) now being considered by The House of Repre-
sentatives of the United States; and,
BE IT FURTHER RESOLVED that each of the members of the

Texas delegation in The House of Representatives and in the
Senate be furnished with a copy of this resolution.
