R E S O L U T I O N
WHEREAS there currently exists a serious shortage of crude oil, residual
fuel oil and refined petroleum products within the United States; and
WHEREAS this shortage threatens to cause severe economic dislocation and
hardships to such a degree as to jeopardize the normal flow of commerce and
threaten the public health, safety and welfare; and
WHEREAS the Mayor and City Council of the City of Fort Worth, Texas, have
recognized the seriousness of this situation and the need for local leadership
in combatting the problem and appointed an "Energy Crisis Action Committee" to
evaluate energy saving suggestions and to promote effective means of conserving
all forms of energy and petroleum; and
WHEREAS the citizens of Fort Worth are anxious to cooperate in all efforts
to conserve energy and fuel once they are provided leadership and effective pro-
grams in this effort; and
WHEREAS these conservation programs must be on a nationwide basis to be
effective and the President and Congress constitute the highest governmental
leadership in the United States;
NOW THEREFORE BE IT RESOLVED that the City Council of the City of Fort Worth
respectfully request and urge the President and Congress to exercise their responsi-
bilities in this period of crisis by passing needed legislation and providing the
needed leadership to all of the citizens of the United States; and
,�. BE IT FURTHER RESOLVED that the Congress, in particular, recognizing the far-
reaching impact of the petroleum shortage on the day-to-day lives of the American
people, act promptly, consistently, and firstly to provide legislation that will
encourage increased domestic production, conservation of our petroleum supply and
development of alternate sources of energy;
BE IT FURTHER RESOLVED that every effort be made to conserve our petroleum
supplies on a voluntary basis and that gasoline rationing be implemented only
as a last resort.
