HomeMy WebLinkAboutResolution 2918A Resolution NO a2~ 1 °v RESOLUTION IN SUPPORT OF FULL FUNDING FOR THE TEXAS RECREATION AND PARKS ACCOUNT IN THE STATE APPROPRIATION FOR TEXAS PARKS AND WILDLIFE WHEREAS, A Roadmap to Responsible Reform authored by the State Finance Task Force of the 78th Legislature recommends withholding appropriations for Texas Recreation and Parks Account (TRPA) grant assistance to local governments for local parks and WHEREAS, during the 1993 legislative session the Texas Legislature changed the basic source of general revenue for the subsidy of State and local parks from the two-cent tax on cigarettes to the sporting goods sales tax; and WHEREAS, the legislature capped the amount that could be budgeted from this source of revenue at $32 million and WHEREAS, half of this funding goes to local park grants that provide 50% funding for local park acquisition and development; and WHEREAS, TRPA funding is associated with the sporting goods safes tax, which is an appropriate source for these funds because it is an associated tax; and WHEREAS, local governments must match the grants at least 50/50 and frequently exceed the required 50°lo match in order to be more competitive for state grant funding and WHEREAS, the TPRA grant is the catalyst for mobilizing other local state and federal funding sources such as the Urban Park and Recreation Recovery Program and WHEREAS, local parks provide public health juvenile crime prevention education, historic and natural resource conservation and economic development benefits to the citizens of Fort Worth and WHEREAS, if the grant funding is halted the local governments will not have a catalyst to develop critical park and recreation.infrastructure that could assist in economic and community development or the generation of other tax revenues NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS 1) That the members of the 78th Legislature of Texas authorize the Texas Recreation and Parks Account to be fully funded from the associated sporting goods sales tax in such a manner that grant appropriations to local governments from the Texas Recreation and Parks Account will be unaffected 2) That a copy of this resolution be presented to the Governor of Texas the leadership of the 78th Legislature the Fort Worth Delegation and other members of the 78th Legislature Adopted this _ ~ S___ day of ~~~~.~___ 2003 - --- J-- - -~~V!- ~-~`_- ---- Mayor APPROVED AS TO FORM AND LEGALITY ~~~~ City Attorney ATTEST City Sec tary ~'
