SUPPORTING CONTINUED STATE FUNDING FOR CHILDREN'S
MEDICAID & CHIP
WHEREAS, the health status of Fort Worth's citizens is a significant factor
in the overall health, development and well being of this city and
WHEREAS, children who have health insurance such as with the Children's
Health Insurance Program (CHIP) or Medicaid are more likely to get preventive
and/or early health care and thereby maintain better health,
WHEREAS, healthy children are more likely to learn, attend school and
perform better in school, and
WHEREAS, Texas ranks second in the nation in percent of uninsured
children, and only 58 % of Texans are insured through an employer sponsored program,
and
~" WHEREAS, Fort Worth has 16,226 children enrolled in CHIP, and there are
77,553 children enrolled m Medicaid throughout Tarrant County and
WHEREAS, for each state dollar allocated to CHIP, Texas receives $2.57 in
federal dollars in matching funds, for each state dollar allocated to Medicaid, Texas
receives $1 50 m federal dollars, and every $1 m federal Medicaid funding generates
$3 51 m Texas business activity and
WHEREAS, the Fort Worth Chamber of Commerce supports increased state
and federal government funding for Medicaid and CHIP to assure access to care; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
FORT WORTH,
that the City Council supports state legislation that invests in Texas children
by funding Children's Medicaid and CHIP to maintain current caseloads and
eligibility standards for fiscal year 2003 and fiscal year 2004-2005, so as to ensure
low-income Texas children receive appropriate and needed care, and to ensure that
our state maximizes available federal funds.
