WHEREAS, the City of Fort Worth (CITY) and Halff Associates, Inc. ,
(ENGINEER) made and entered into City Secretary Contract No. 46642, (the
CONTRACT) which was authorized by M&C on the 17th day of March, 2015 in
the amount of $ 470, 000; and
WHEREAS, the CONTRACT involves engineering services for the
following project:
City of Fort Worth Mapping Activity Statement (VIAS) #2 for FEMA
Cooperating Technical Partners (CTP) FY14 Project; and
WHEREAS, it has become necessary to execute Amendment No. 1 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement,
which amends the CONTRACT:
1.
Article I of the CONTRACT is amended to include the additional
engineering services specified in a proposal dated August 3, 2016, a copy
of which is attached hereto and incorporated herein. The cost to City
for the additional design services to be performed by Engineer totals
$110, 000. (See Attached Funding Breakdown Sheet, Page -3-)

Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $580, 000.
3.
All other provisions of the Contract, which are not expressly
amended herein, shall remain in full force and effect.

I think it would be simpler to amend the existing contract since we'll be updating the FEMA
side as well. I would guess that the SBE portion would stay the same, but it might be
something that could be adjusted depending on the type of work needed. We can hash that
out once we have some firm numbers to run up the chain.

Clair,
I am following up on our conversation from a few weeks ago. First item,Jessica and I would like to meet with you and Lisa to give
you an update on FY13 and address any questions you may have on the status of FY14. Are you and Lisa available next Wednesday
the 14th at around 9:30 or 10:00?
Second item-I re-attached the scope for the Whites Branch enhancements and also provided the summary of tasks below. Per our
conversation,overall,I think it would make more sense to keep this work within Halff if we don't have to add additional SBE effort
to the contract(since just amending it),but I do think we can make it work either way. I think we could find tasks for RLG to do.
They could help us input the missing bridges,add floodways to the streams without models,and QC. However,the tasks in the
current scope don't include any survey tasks so I don't think there would be any work for Gorrondona. Right now,the SBE is 7.45%
Gorrondona and 2.55%RLG. We would have to revise this for the new scope. Please let me know if there's anything else you need
from me to help get this amendment approved.
Summary of Amended Scoop:
Hydrology—We will maintain the intent of the compiled effective LOMR models,but will make the following
updates:
• Update basin delineations to match 2009 TNRIS contours and City storm drains.
• Update percent impervious/Curve Numbers to match Ultimate Conditions(Basically existing conditions,but
we will go ahead and assume the remaining undeveloped land is developed since FEMA will allow this for
this nearly developed watershed) We will convert all basins to the SCS method
• Update all times of concentrations to follow current topo and City storm drain. We will convert all basin to
the SCS method.
• Utilize iSWM rainfall
• Input routing from Compiled RAS model
• QC updated model.
• Hydrology Fee-$25,000
Hydraulics—Option 2—We will make the changes from Option 1 and maintain the intent of the compiled effective
hydraulic models,but we will make the following updates:
• See Option 1
• Update some of the cross section layouts
• Update the cross section geometry with 2009 TNRIS topo(so the top widths on mapping will match the
models). We will utilize the LOMB xsec when the proposed improvements are newer than topo.
• Update the Manning's n values to some cross sections
• Input the existing bridges to the new cross section layout and geometry
• Update some of the Q breaks
• Update ineffectives to match new Qs
• Get rid of crossing profiles.
• QC the models
• Hydraulics Fee-$85,000
• Total Hydrology and Hydraulics-$110,000.
Third item- As requested,I re-attached the sump exhibit and below key table. Is there anything else that you want now for the
sump study?

Fiscal Year 2014 Cooperating Technical Partners Program Mapping Services Grant Funds Awarded in
2014 and Adopt Appropriation Ordinance (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize Amendment#1 of the Professional Services Agreement with Halff Associates, Inc., in an
amount not to exceed $110,000.00 for the FEMA Fiscal Year 2014 Cooperating Technical Partners
Program Mapping Services;
2. Authorize the transfer of$110,000.00 from the Stormwater Utility Fund to the Grants Fund as a cash
match for the grant; and
3. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Grants Fund in the amount of$110,000.00 as additional local match for this grant.
DISCUSSION:
The purpose of this Mayor and Council Communication is to authorize Amendment#1 to the Professional
Services Agreement with Halff Associates, Inc., to produce flood insurance rate maps and other flood
hazard information under the Federal Emergency Management Agency (FEMA) Fiscal Year 2014
Cooperating Technical Partners (CTP) Program Mapping Services Grant Funds. The additional work will
be entirely funded through budgeted Stormwater Utility funds specified for CTP tasks.
On August 12, 2014, (M&C C-26915) the City Council approved the application for a grant from FEMA, in
the amount up to $350,000.00, for the CTP program. On October 21, 2014, (M&C C-27047) the City
Council approved the acceptance of a grant from FEMA in the amount up to $350,000.00 and approved
an appropriation ordinance for the required local match for this grant of$120,000.00. The contract for the
original services was authorized in the March 17, 2015 City Council meeting (M&C C-27228).
The engineering services recommended by this amendment include additional hydrologic and hydraulic
analyses and related tasks necessary to include eleven constructed bridges not identified in the FEMA
effective models. Halff Associates, Inc., proposes to perform the additional services identified in the
Amendment for a lump sum fee of$110,000.00. Staff has determined the proposed fee to be reasonable
for the scope of services required.
M/WBE Office - Halff Associates, Inc., is in compliance with the City's BDE Ordinance by committing to an

additional 10 percent SBE participation on this amendment no. 1. The City's SBE goal on this amendment
is 10 percent.
This program serves ALL COUNCIL DISTRICTS.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance, funds will be available in the Fiscal Year 2017 operating budget, as
appropriated, of the Grants Fund. Prior to an expenditure being made, the participating department has
the responsibility to validate the availability of funds.
