CONTRACT NO.
SECOND AMENDMENT OF CITY SECRETARY CONTRACT NO. 28274 FOR
ACQUISITION AND RELOCATION SERVICES FROM DFW ADVISORS
WHEREAS, DFW Advisors Ltd. Co. ("Contractor") and the City of Fort Worth
("City") entered into an agreement ("Agreement") for acquisition and relocation services
on December 30, 2002, (City Secretary Contract No. 28274) for the fee simple
acquisition of property and the relocation of the occupants in connection with the noise
mitigation program at Meacham International Airport ("Project").
WHEREAS, on February 14, 2005 the City and the Contractor amended the
Agreement to provide additional compensation in exchange for Contractor performing
the services described in the Amendment, such services shall include the acquisition of
additional properties and therefore additional relocations services (City Secretary
Contract No. 31323 M&C C-20415).
WHEREAS, the City and the Contractor desire to amend and extend the
Agreement to June 30, 2006.
NOW THEREFORE, City and Contractor agree as follows:
1. Section IX of the Agreement shall be amended to provide that the termination date
shall be June 30, 2006. Such termination date may be extended in accordance with
the provisions in the Agreement.
2. Unless specifically revised herein, all the other terms of the Agreement shall remain
unchanged and continue in full force and effect.

Authorize Execution of Amendment No. 2 to City Secretary Contract No. 28274 with DFW Advisors,
Ltd., Company for Project Management of the Noise Mitigation Program at Fort Worth Meacham
International Airport
RECOMMENDATION:
It is recommended that the City Council authorize the City Manager to execute an amendment to City
Secretary Contract No. 28274, extending the termination date of the contract from June 30, 2005 to June
30, 2006.
DISCUSSION:
On December 17, 2002, (M&C C-19393) the City Council approved the selection and award of a contract to
DFW Advisors, Ltd. Co. for the management of the Noise Mitigation Program (Phase IV) at Fort Worth
Meacham International Airport.
On November 30, 2004, (M&C C-20415) the City Council approved Amendment No. 1 increasing the
contract amount from $925,621 to $1,402,046.
On September 10, 2002, (M&C G-13729) the City Council approved grant funds of $4,000,000 for Land -
Noise Compatibility, plus $444,444.00 in City match. The contract specifies the contractor will acquire 85
parcels in connection with the Federal Aviation Regulations (FAR) Part 150 Noise Study for Fort Worth
Meacham International Airport. Grant funds of$4,000,000 for Land — Noise Compatibility, plus $444,444.00
in City match, were made available under a grant accepted by the City Council The City Council approved
the acceptance of an additional grant from the Federal Aviation Administration (FAA) in the amount of
$665,000 on August 24, 2004, (M&C G-14473) for assistance in completing the acquisition of parcels in
Phase IV-A. The City's match is $35,000 for a total grant fund amount of$700,000.
The original contract with DFW Advisors Ltd. Co. has a termination date of June 30, 2005. Due to issues
involved in clearing title on some of the parcels and valuation disputes on additional parcels, condemnation
will be required on 23 parcels. This will result in additional time required to complete the acquisitions and
demolition of the improvements. Staff recommends the termination date of the original contract be
extended to June 30, 2006.
DFW Advisors Ltd. Company is in compliance with the City's M/WBE Ordinance by committing to 26%
M/WBE participation on the original contract and 15% on the increase in Amendment No. 1. The City's
goals on these projects are 26% and 15% respectively.
The properties are located in COUNCIL DISTRICT 2, Mapsco 48W.
