DESIGNATION OF HISTORIC HANDLEY AREA AS A
NEIGHBORHOOD EMPOWERMENT ZONE
WHEREAS, on April 25 2000 the City of Fort Worth City Council ("Council") approved a Policy
Statement on the Creation of Local Neighborhood Empowerment Zones, and
WHEREAS, on October 3 2000 the City Council approved the criteria to determining whether an
area would be eligible to be designated as a Neighborhood Empowerment Zone; and
WHEREAS, the City Council finds that the creation of the Historic Handley Neighborhood
Empowerment Zone ("Handley NEZ") would promote (1}the creation or rehabilitation of affordable housing
in the zone, or (2) an increase in economic development in the zone, or (3) an increase in the quality of social
services, education or public safety provided to the residents of the zone; and
WHEREAS, the City Council finds that the creation of the Historic Handley NEZ benefits and is for
the public purpose of increasing public health, safety and welfare; and
WHEREAS, the City Council finds that the Historic Handley NEZ satisfies the requirements of
§312.202 of the Tax Code.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS THAT
Section 1. The facts and recitations contained in the preamble of this Resolution are hereby found and
declared to be true and correct.
Section 2. The Historic Handley NEZ is hereby created as defined by the legal description and map attached
as Exhibit A.
Section 3 The City Council adopts all basic incentives as described in the Neighborhood Empowerment
Zone Basic Incentives (M&C G-13662R and C 19551) and as amended for the Historic Handley NEZ.
Section 4. The /des~ig.}tption shall expire on May 26, 2013

Historic Handley Neighborhood Empowerment
Zone
General Description
The area to be designated as the Historic Handley Neighborhood
Empowerment Zone contains 1.27 square Holes of land and is within the
area described below
On the North. Begmmng at the intersection of Weiler Boulevard and
Meadowbrook Dnve, thence east along Meadowbrook Dnve, to the
intersecrion of Meadowbrook Dnve and the southbound frontage road of
Interstate Highway 820 East, thence south along the southbound frontage
road of Interstate Highway 820 East to the intersection with Craig Street,
• thence east along Craig Street to its intersection with Rosehill Street.
On the East: Begmmng at the intersection of Craig Street and Rosehill
Street, thence south along Rosehill Street to its intersection with East
Lancaster Avenue, thence continuing directly south across East Lancaster
Avenue to the Union Pacific Railroad right-of--way, thence continuing
directly south across the Union Pacific Railroad right-of-way to the city
limits of Arlington, also being a point on the southern boundary of the
Union Pacific Railroad right-of way, thence west along said southern
boundary of the Umon Pacific Railroad right-of--way, to a point that is the
boundary line of the city limits of Fort Worth and the city linuts of
Arlington, thence south along the boundary line of the city lirruts of Fort
Worth and Arlington to its intersection with East Rosedale Street.
On the South Beginning at the intersection of the ~omt boundary line of
the city limits of Fort Worth and Arlington and East Rosedale. Street,
thence west along East Rosedale Street to its intersection with the
northbound frontage road of Interstate Highway 820 East, thence north
along the northbound frontage road of Interstate Highway 820 East to the
. intersection with the northern boundary of the Union Pacific Railroad nght-

Railroad nght-of--way to the intersection with Weiler Boulevard.
On the West: Beginning at the intersection of the northern boundary of
the Umon Pacific Railroad nght-of--way and Weiler Boulevard, thence
north along Weiler Boulevard, to East Lancaster Avenue, thence west
along East Lancaster Avenue to the continuation of Weiler Boulevard,
thence north along Weiler Boulevard, to the point of beginning.
