RESOLUTION WHEREAS, the City of Fort Worth has adopted a goal of achieving J a balanced multimodal transportation system; and WHEREAS, it is imperative that local general purpose government have primary control of transportation system planning and project iarle- mentation within the urban area; and WHEREAS, transportation system planning and project implementation should be regionally coordinated by action of a body of local elected officials representing the people served by the transportation system; and WHEREAS, the Federal-Aid Highway Act of 1973. Section 112 allocates, for the first time, planning funds to Metropolitan Planning Organisations to support the urban transportation planning process; and WHEREAS, the Federal Highway Administration (in accordance with Section 112 of the Federal-Aid Highway Act of 1973) and the Urban ?lass Transportation Administration (in accordance with Section 9 of the Urban Mass Transportation Act of 1964, as amended) intend to fund the same designated metropolitan planning organisation in each metropolitan area; and WHEREAS, the Federal Aviation Administration intends to consider this agency for the receipt of airport system planning funds under Section 13 of the Airport and Airway Development Act of 1970; and WHI.REAS, the administrators of the above three agencies have requested the State to designate a single agency in each metropolitan area for receipt of FHWA, UWA, and whenever possible, PAA system planning funds; and WHEREAS, the Governor, on April 12, 1974, designated the Horth Central Texas Council of Governments as the Metropolitan Planning Organisa- tion for the Dallas-Fort Worth Metropolitan Area subject to receipt by the Governor of a resolution from the governing body of the regional council accepting the designation and a resolution or other formal document con- curring with the MPO designation from all signatory mambers, and WHEREAS, an Agreement between the State of Texas and the North Central Texas Council of Governments shall establish the Steering Committee (established pursuant to Section 134 of Chapter 1 of Title 23 U.S.C.) as the NPO's Transportation Policy Advisory Committee, and WHEREAS, the above agreement shall in no way establish any activity of, process that would infringe upon or interfere with the statutory obligation of the Texas Highway Department; and WHEREAS, the MPO will contract with the Texas Highway Dq"wtoo4t for Section 112 Planning Funds, and the expense involved in urban transportation planning will be assumed by the MPO or agencies with which the MPO has sub- contracted to accomplish work identified in the approved Unified Work Program or plan for the use of Section 112 funds; and WHEREAS, on April 18, 1974, the North Central Texas Council of Government's Executive Board approved a resolution accepting Governor Bviscus's designation as the Metropolitan Planning Organisation for the Dallas-Fort Worth Metropolitan Area; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS THAT. being cognisant of possible individual planning needs of the signatory members of the Continuing Phase Agreement, the City of Fort Worth agrees that the signatory members may, if they so desire, prepare - programs that are within the framework of the Annual Unified Work Program and submit such programs to the Steering Committee for approval and funding under Section 112; and FURTHER, the City of Fort Worth concurs in the designation by Governor Briscoe of the North Central Texas Council of Governments as the Metropolitan Planting Urganisation for the Dallas-Fort Worth Metropolitan area. The Agreement between the State of Texas and the :Porth Central Texas Council of Governments shall form a part of this resolution.
