AMENDMENT#1
THIS AMENDMENT IS MADE BY AND BETWEEN the State of Texas, acting through the Texas Department of
Transportation, hereinafter called the State, and the City of Fort Worth, acting by and through its City Council, hereinafter
called the Local Government.
WITNESSETH
WHEREAS, the State and the Local Government executed a contract on August 9, 2004 to effectuate their agreement to
identify bicycle routes in the City, produce signing, instail signing and pavement markings-on the identified bicycle routes;
and,
WHEREAS, it has been determined by the Local Government that this project will be divided into two(2)separate parts.
The first part will be locally let by the Local Government and will consist of sign fabrication and installation. The second
part will be done by City Forces. This part will consist of the fabrication and installation of pavement markings; and,
WHEREAS, it has become necessary to amend the contract to do the following:
• Add CSJ: 0902-48-653, to split project into two separate projects.
• Authorize the Local Government to locally let the sign fabrication and installation.
• Authorize the Local Government to use City Forces to do fabricate and install pavement markings;
NOW THEREFORE, in consideration of the premises and of the mutual covenants and agreements of the parties hereto,
the State and the Local Government do agree as follows:

The Local Government will locally let the portion of the project for sign fabrication and installation. This portion of
the project will have CSJ: 0902-48-489. The Local Government will use City Forces to fabricate and install
pavement markings. This portion of the project will have CSJ: 0902-48-653.

SUBJECT:
Authorization to Execute a Local Transportation Project Advance Funding Agreement with the
Texas Department of Transportation for Congestion, Mitigation, and Air Quality Funding for On-
Street Bicycle Routes on Various Streets
RECOMMENDATION:
It is recommended that the City Council:
1. Authorize execution of the attached Local Transportation Project Advance Funding Agreement
(LPAFA) with the Texas Department of Transportation (TxDOT) and approve the City's share of the cost
estimated to be $62,000; and
2. Authorize the City Manager to remit a check in the amount of $2,500 made payable to TxDOT for
administration of the project as required by the LPAFA.
DISCUSSION:
In September of 1999, the North Central Texas Council of Governments completed the Fort Worth Bicycle
Blueprint, a bicycle plan for Fort Worth that provides for an integrated bicycle network in Fort Worth,
including over 300 miles of signed on-street bicycle routes and regional bicycle trails.
In December of 1999, the City of Fort Worth was awarded Congestion, Mitigation, and Air Quality funds in
the amount of $138,000 for on-street bicycle routes and signage. A local match is required in the amount of
$62,000, bringing the total project funding to $200,000.
The project provides for 60 miles of streets marked as bicycle routes with four signs per mile. The standard
on-street marking is a stencil of a bicyclist and a directional arrow painted onto the right-hand side of the
roadway at regular intervals. Bicycles and vehicles will share the outside lane. The 60 miles of bike routes
that are proposed for designation under this project are based on recommendations from the Fort Worth
Bicycle Blueprint, which designates roads for bicycle use based on traffic volumes, speeds, and roadway
conditions.
The LPAFA outlines the scope of work for the Bicycle Route project on various streets in the City of Fort
Worth as follows:
. Designation of bicycle routes at various locations throughout the City of Fort Worth using pavement
markings and signing.
As this on-street bicycle network was recommended by NCTCOG in 1999, City Staff will work with the Fort
Worth bicycle community on final route development in order to receive local input and to ensure the
proposed route alignments still meet their needs.
This phase of the Bicycle Blueprint is located in COUNCIL DISTRICTS 2, 4, 8 & 9.
