Such report shall be furnished to the city physician each week. All reports or records made by any maternity home shall be kept in private files for the use of the city physician and the Child Welfare Board, and such information shall rever be divulged except under the compulsion of a judicial hearing or by unanimous vote of said Board, furnish to the press or in any way give publicity to any information so furnished. • SECTION V All persons maintaining or conducting a maternity home or children' s home shall conduct the same according to a high standard of morals, and shall keep all such places in a sanitary condition, and shall at all times permit the city physician .and all persons acting for him, including the members of the Child Welfare Board, to enter said maternity home to interview patients and make examinations into the sanitary, moral and other conditions of same. SECTICP' VI Tvery such licensee shall. within twenty-four hours after it occurs report to the city physician, the loisk birth of any child, including still-born or prematurely morn children at such place, stating the name, sex, age, color, fran whom received and the name of thr, doctor who delivered said child, and the ne.me and address of the mother, SECTION VII In all cases where any child is born in any such maternity home, as herein defined, it shall be unlawful for the person operatin7 or conducting the same to permit the child to be removed from the premises until the Child ti elfa.re Board has been noti- fied concerning the said removal, and has consented to such removal. SECTION VIII It shall be unlawful for any person main- taining or conducting a maternity home, or any other person connected with such instituticn, by advertis- ing or in any manner whatsoever, to solicit for pay, directly or indirectly, any other person to take charge of, receive or adopt any child born in any such institution or brought to any such institution, or for any person connected in ,any way-pith ally maternity home or lyin;-in hospital to engage in the • business or practice cf furnishing to any other per- "ff Ak w son any child for adoption, .hether such child is born in said hospital or not ; it being the purpose of this section to prohibit the practice of persons eliciting and obtaining the care of and adoption of foundlings and infants deserted by their parents or otherwise, where such person so soliciting obtains a compensation or reward, whether by way of gift, donation, special privilege or charge. SECTION IX The term "child" as used herein, shall mean a person under fifteen years of age. SECTION X There shall be and there is hereby estab- lished and constituted a Child V elfare Board for the City of Fort " orth, which board shall be composed of five members, not less than two of whom shall be men, and who shall serve without salary. The mayor of the City of Fort :orth be and he is hereby authorized and empowered, and it is made his duty, to appoint five persons of good moral char- acter, each of whom must be a qualified voter of the City Gei 7ort 's.orth, as of the said Child Welfare Board. The members of the said board shall hold office for the period of one, two and three years, re- (" spectively, and they shall determine by lot , after their appointment, which term the respective members shall fill. Upon the expiration of the term of office of each member of said board, his successor shall be appointed by said mayor, and each such successor shall hold office for a term of three years and until his successor is appointed and qualified. The said board shall exercise such super- vision uper- vision over the unprotected women and children of Fort forth as is necessary for their protection, and the said board shall from time to time report to the city commission of said city, recommending such ordinances, rules and regulations for the protec- tion of the dependent women and children of the city as may in their judgment be necessary and proper. Upon appointment the city physician shall designate each member of the Child Welfare Board a special officer of his office to assist him in the enforcement of the law relating to the management - of maternity ._homes and other institutions referred to in this ordinance. SECTIOT XI All city ordinances heretofore passed in regard to maternity homes are hereby repealed.
