HomeMy WebLinkAboutOrdinance 22715-05-2017 ORDINANCE NO.22715-05-2017 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE AMOUNT OF $90,000.00, IN THE SPECIAL DONATIONS CAPITAL PROJECTS FUND, FROM AVAILABLE FUNDS, FOR THE PURPOSE OF FUNDING ROAD AND PARKING IMPROVEMENTS IN TRINITY PARK; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2016-2017 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the amount of$90,000.00,from available funds,in the Special Donations Capital Projects Fund,for the purpose of funding Road and Parking Improvements in Trinity Park. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 22394-09-2016 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize a transfer in the amount of$90,000.00 from the Special Purpose Fund to the Special Donations Capital Projects Fund for the purpose of funding road and parking improvements in Trinity Park; 2. Adopt the attached appropriation ordinance increasing the receipts and appropriations in the Special Donations Capital Projects Fund in the amount of$90,000.00; and 3. Authorize the City Manager to execute a construction contract with Raydon, Inc.. in the amount of $425,181.80 for road and parking improvements at Trinity Park. DISCUSSION: The purpose of this Mayor and Council Communication (M&C) is to authorize the award and execution of a construction contract with Raydon, Inc., in the amount of$425,181.80 for the construction of road and parking improvements in Trinity Park. Total appropriations are summarized below: Project Appropriations SourceM&C Current Proposed Total Appropriations IJ 39302 - Gas Well Revenue FG-18-5861 $475,552.96 _ $475,552.96 30105 - Special Donations Capital II Projects Fund $90,000.00 $90,000.00 Total F-1 F $565,552.96 On September 29, 2015, (M&C G-18586) the City Council authorized and appropriated the Park and Recreation Department's (PARD) Fiscal Year 2016 Gas-Related Revenue and Park Mitigation Fees Project Expenditure Plan in the amount of$1,515,847.85. As part of this plan, $472,839.78 in bonus and Logname: 80TRINITYPARK RWARKING Page 1 of 3 $2,713.18 in mitigation, totaling $475,552.96 was appropriated for Trinity Park. As part of the recommendation in this M&C, the PARD is requesting an additional $90,000.00 in Special Donations Capital Project Funds received from Mayfest contract payments to leverage current project funds in order to award construction contract and cover administrative costs during construction (inspection, labs, contingencies). On August 16, 2016, (M&C C-27875) the City Council authorized the execution of a Professional Services Agreement with Neel-Schaffer, Inc., in the amount of$78,850.00 for the design and preparation of construction documents for road and parking improvements at Trinity Park. Upon completion of the design, development plans and construction documents, the project was advertised for bids on February 9, 2017 and February 16, 2017 in the Fort Worth Star-Telegram. On March 9, 2017, the following bids were received and tabulated: Bidder Base Bid Total i [Raydon, Inc. [$425,181.80 Advanced Paving [$513,144.00 The Fain Group, Inc. [$516,601.00 1H.D. Cooks Roak Solid, Inc. $530,368.50 Fort Worth Civil Constructors, $657,709.00 LLC Improvements include the removal and re-use (as base material) of existing asphalt on Trinity Park Court, miscellaneous replacement of concrete curb and gutter, placement of HMAC paving for Trinity Park Court and construction of new asphalt parking lot with miscellaneous concrete curb and gutter. There will be no annual maintenance impact for this project. Construction is anticipated to commence in June 2017 and be completed by September 2017. Contract time is 90 calendar days. M/WBE OFFICE: Raydon, Inc., is in compliance with the City's BDE Ordinance by committing to 11 percent MBE participation. The City's MBE goal on this project is 10 percent. The park is located in COUNCIL DISTRICT 9. FISCAL INFORMATION / CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current capital budgets, as appropriated, of Logname: 80TRINITYPARK RD3ARKING Page 2 of 3 the Special Donations Capital Projects Fund and the PACS Gas Lease Capital Project Legacy Fund.
