This letter and the attachments are a Notice of Establishment(NOE) for the creation of a quiet zone under 49 CFR 222.39(a)(1) and Appendix A to Part 222 A(3)(b). As required by the Federal Railroad Administration under 49CFR 222.43, the following information is provided to you and other parties. Crossing ID Street Name Location on Street Improvements 598 351C S. Norwood Drive 100 Block Concrete Median-SSM The City of Fort Worth plans to implement a quiet zone at this crossing with the improvements described for this crossing below. S. Norwood Dr-Supplemental Safety Measure (SSM) South Norwood Drive is an existing two lane highway. The crossing is equipped with flashing lights and gates, power-out indicators and constant warning circuitry on the main line and siding tracks. The industrial lead does not have constant warning time and the diagnostic team determined that constant warning is not practical for this track. The City has installed non-mountable concrete medians at this crossing that are a minimum of 60 feet in length to the north and 60 feet in length to the south of the crossing. The medians are shortened due to commercial driveways located 60 feet from gate. The median, will qualify as an SSM under 49 CFR 222.39(x)(1) and Appendix A to Part 222 A(3)(b). The existing lights and bells will provide pedestrians warning of the approaching train and the diagnostic team had no additional recommendations for pedestrian treatments. The City has installed signs and pavement markings per TXMUTCD. DISCUSSION: The Transportation and Public Works Department proposes to create a quiet zone at the Trinity Railway Express Railroad Crossing at South Norwood Drive. A quiet zone allows for train movement through street crossings without sounding their horns, thereby reducing noise levels in the surrounding residential areas. This quiet zone will be implemented, pursuant to the Federal Railroad Administration (FRA) Train Horn rules. The residents and businesses adjacent to this crossing have contacted the Transportation and Public Works Department to express their interest in making this crossing a quiet zone. As the developer led reconstruction of South Norwood Drive nears completion, the quiet zone compliant medians adjacent to the TRE tracks are now complete. The quiet zone should be established by mid-Summer 2017, upon completion of quiet zone documentation process. The project ieioCOUNCIL DISTRICT 5. Mapaoo53X.
