HomeMy WebLinkAboutResolution 3001 A Resolution NO ~~ d REQUESTING THAT THE REGIONAL TRANSPORTATION COUNCIL SUPPORT THE ALLOCATION OF $29.5 MILLION OF PARTNERSHIP PROGRAM FUNDING FOR THE SOUTHWEST PARKWAY (SH 121T). WHEREAS, on November 28 2000 the City of Fort Worth (City) entered into an agreement with NTTA and TxDOT (2000 Tri Party Agreement) concerning the funding for the Project as well as the rights and obligations of the City NTTA and TxDOT (Project Partners) for the design construction and operation of the Prod ect and WHEREAS the City Council in Resolution No 2923 adopted a Recommended Locally Preferred Alternative (LPA) as the City s Preferred Design recommendation for the preparation of the Final Environmental Impact Statement (FEIS) under the federally mandated environmental clearance process pursuant to the National Environmental Policy Act (NEPA) and, WHEREAS the City the Tarrant Regional Water District (TRWD) and Streams & Valleys Inc have partnered to conserve and enhance the Trinity River Corridors as a focal point for Fort Worth Neighborhoods and as a means to link virtually every part of the City via the Trinity Trails System and the City intends to provide an appropriate level of funding to implement the Trinity River Vision Master Plan program elements as they relate to the crossing of the Trinity River by SH 121T based on that which is necessary to complement the investment of NTTA and TxDOT for those program elements by Resolution No 2923 and, WHEREAS the City has developed a Plan of Finance to fund its share of the SH 121T project utilizing General Obligation bonds Water and Sewer bonds Tax Increment Financing District and grants from the North Central Texas Council of Governments and, WHEREAS the City has worked with the North Central Texas Council of Governments to identify $29 5 million of Partnership Program funding to be used for • $14 5 million for SH 121 T Right of Way• • $5 0 million for Enhancements to the Trinity River Crossings • $5 0 million for the Hulen Bridge reconstruction • $5 0 million for drainage and enhancements and WHEREAS the proposed Partnership Program funding is an integral and critical component of the City s SH 121T Plan of Finance NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS That it requests the Regional Transportation Council to authorize the use of $29 5 million of Partnership Program funds by the City of Fort Worth for the SH 121 T - Southwest Parkway project /~ Adopted this _______ day of ATTEST ,~ { i r ~, K M ~~ _ mm ~ B U.~ I~UI1r ~ r D /) i / ~~J~=-r.~ ~,~yU 2 0 0 3 APPROVED GITY CGUNG~.
