With a quorum of the City Council Members present, Mayor Price called the Fort Worth City
Council Work Session to order at 3:08 p.m. on Tuesday, May 16, 2017, in City Council
Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas.
1. Report of the City Manager-David Cooke, City Manager
a. Changes to the City Council Agenda
There will be a presentation from the Dean& Deluca Invitation at Colonial.
The 2018 KnoWhat2Do Calendar contest winners will be recognized.
M&C C-28246 will be corrected to reflect District 7 not 4.
Aaron Bovos, Chief Financial Officer, updated the Council on M&C G-19009 regarding the
issuance of tax notes for the Trail Drive extension project, noting that the interest rate is
1.97%per annum.
b. Upcoming and Recent Events
On Thursday, May 18, 2017, the Fort Worth Crime Control and Prevention District Board of
Directors Meeting scheduled for 5:30 p.m. has been cancelled.
On Thursday, May 18, 2017 at 6:00 p.m., there will be an Informational Meeting on Zoning
Ordinance Text Amendments pertaining to Mixed Use and Urban Residential Zoning, to be
held in the City Council Chamber.
On Friday, May 19, 2017 at 10:00 a.m., Grand Re-Opening and Expansion of the Chuck
Silcox Animal Shelter located at 400 Martin St.

On Friday, May 19, 2017 from 11:00 a.m. — 2:00 p.m. will be Marshal Appreciation Day
given by City of Fort Worth employees in the lobby of the north end of City Hall.
This will be our last meeting until June 6, 2017 due to May 23rd being the 4th Tuesday
cancellation and the Memorial Holiday cancellation on May 30d'.

1. IR 10011: Update of the I-35W Design Overlay District Standards
2. IR 10012: Proposed Reinvestment Zone No. 91A and Enhanced Community

4. Update on Montgomery Street Construction Proiect—Kim Arnold, Transportation
and Public Works Department
Ms. Kim Arnold, Transportation and Public Works Department, provided an update and
schedule for the Montgomery Street Construction Project. She showed a video of the project that
will be used as a public service announcement.
5. Presentation on Proposed Economic Development Program Agreement with NTP
35, LP for a Mixed Use Development Located at the Intersection of Interstate
Highway 35W and U.S. Highway 287 — Robert Sturns, Economic Development
Department
Mr. Robert Sturns, Economic Development Department, presented a Chapter 380 economic
development program agreement for $100 M mixed-use development including new IKEA store
planned for a sit at the intersection of 135 and Hwy 287.

6. Briefing on Alleyway Maintenance Program — Aubrey Thagard, Neighborhood
Services Department
Mr. Aubrey Thagard, Neighborhood Services Department, presented an overview of the
alleyway maintenance program that will cover program scope, and current budget. The
presentation will also include information on quality assurance measures, service delivery and
the upcoming bid process for new contracts.
7. Overview of the Meet and Confer Labor Agreement with the Fort Worth Police
Officers Association—Valerie Washington, City Manager's Office
Assistant City Manager Valerie Washington introduced Larry Lockley, Employee Relations who
gave an overview of the Meet and Confer Labor Agreement that is on the Council Agenda for
approval at the 7:00 p.m. Council Meeting.
8. Briefing on Human Trafficking—Ken Dean, Police Department
Assistant Police Chief Ken Dean gave an update on Human Trafficking in Fort Worth including
the Fort Worth PD resources, community partnerships and future plans.
9. City Council Requests for Future Agenda Items and/or Reports
Council Member Bivens — review of the significant business presence requirement of our
MWBE ordinance.
Council Member Jungus Jordan—requested a legislative briefing.
There being no further business, Mayor Price adjourned the City Council Work Session at
5:12 p.m.
