- Juneteenth Celebration — On Friday, June 16, 2017, from noon to 1:00 p.m. in the
Council Chamber, there will be a Film Screening of Juneteenth: A Celebration of
Freedom (2008).
- On Monday, June 19, 2017, from noon to 1:00 p.m. in the Council Chamber, Opal Lee
will be the guest speaker.
- 14th Annual Fort Worth Housing Summit — Saturday, June 17, 2017, the City's
Neighborhood Services Department is cooperating with Fort Worth Housing Solutions
and the U.S. Department of Housing and Urban Development, to host this event at
Tarrant County College's Trinity River Campus, 300 Trinity Campus Circle, from
10:00 a.m. to 2:00 p.m.
- The Golden Triangle Branch Library Ground Breaking Ceremony will be Monday, June
19, 2017, from 10:00 a.m. to 11:00 a.m., at 4264 Golden Triangle Blvd.
C. Organizational Updates and Employee Recognition(s)
- Mr. Richard Zavala, Park and Recreation Department Director, advised that Tandy Hills
Park had been designated a Lone Star Legacy Park by the Texas Recreation and Park
Society. Tandy Hills Park is the third park in the Fort Worth park system to receive this
honor; it follows the Fort Worth Botanic Garden in 2012 and the Fort Worth Nature
Center and Refuge in 2016.
- Mr. Zavala also provided a PowerPoint presentation pertaining to the grand opening
ceremony for the historic Rockwood Park Golf Course. The soft opening will be on
Friday, June 16, 2017, with the grand opening on Friday,June 30, 2017.

With a quorum of the City Council Members present, Mayor Pro tem Shingleton called the Fort
Worth City Council Work Session to order at 3:00 p.m. on Tuesday, June 13, 2017, in City
Council Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth,
Texas.
1. Report of the City Manager- David Cooke, City Manager
a. Changes to the City Council Agenda
- M&C G-19024 — Authorize Temporary Closure of the Intersection of Cromwell Marine
Creek Road at Marine Creek Parkway from June 6, 2017 through August 15, 2017. City
Secretary will administratively correct this item as being in Council District 2, not 7.
b. Upcoming and Recent Events
- North Texas Council of Government's General Assembly — Biennial CLIDE Awards,
Friday, June 16, 2017, Noon, Hurst Conference Center. The City was nominated for two
awards in the following categories: Special Development—East Rosedale Renaissance in
Council District 8 and Public Planning and Policy — Berry/University Development Plan
and Form-Based Code for Council District 9.

4. Presentation of the Draft Fort Worth Public Art Master Plan, Barbara Goldstein
and Jessica Cusick, Proiect Consultants
Ms. Goldstein and Ms. Cusick provided a summary of the draft Public Art Master Plan which
included their key goals, communication improvements, public engagement initiatives and ten
broad recommendations. They stated that the draft plan would be provided the Council today.
5. Presentation on the First Quarter Crime Statistics and an Overview of the Violent
Crime Task Force — Assistant Chief Kenneth Dean and Captain Michael Shedd,
Police Department
Assistant Police Chief Kenneth Dean and Captain Michael Shedd advised that overall, citywide
Group A and B crime decreased 0.5 percent in the first quarter of 2017 compared to the first
quarter of 2016. Crimes Against Persons increased 14 percent overall with increases in non-
negligent manslaughter and negligent manslaughter, sex offenses and assault offenses. Crimes
Against Property decreased 1.7 percent overall, with burglary/breaking and entering,
embezzlement, and larceny attributing to the decrease.
6. Presentation on Healthcare Plan—Brian Dickerson,Human Resources Department
Mr. Brian Dickerson, Human Resources Department, provided an update on the City's
healthcare plan and discussed major drivers of healthcare costs. He provided recommendations
for 2018 and advised of the next steps for upcoming Mayor and Council Communications to be
considered by the City Council.
7. Presentation on Office of Business Diversity Goals and Initiatives — Robert Sturns,
Economic Development Department
This item was postponed to a future date.
8. Briefing on Recommendations for 2017-2018 HUD Action Plan — Barbara Asbury,
Neighborhood Services Department
This item was postponed to a future date.
9. City Council Requests for Future Agenda Items and/or Reports
- Council Member Jordan requested staff provide information on all outstanding Public Art
projects to include when they were approved,where they were now and when would they
be executed.
- Council Member Espino requested information pertaining to Senate Bill 4.
