CALL TO ORDER With a quorum of the City Council Members present, Mayor Pro tem Shingleton called the regular session of the Fort Worth City Council to order at 7:01 p.m. on Tuesday, June 13, 2017, in the City Council Chamber of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 11. INVOCATION—Pastor Dale Shorter, Harvest Assembly of God The invocation was provided by Pastor Dale Shorter, Harvest Assembly of God. III. PLEDGES OF ALLEGIANCE TO THE UNITED STATES AND THE STATE OF TEXAS The Pledges of Allegiance to the United States of America and the State of Texas were recited. IV. CONSIDERATION OF MINUTES OF THE COUNCIL WORK SESSION AND THE REGULAR MEETING OF JUNE 6, 2017 Motion: Council Member Allen Gray made a motion, seconded by Council Member Zadeh, that the minutes of the City Council Work Session and the Regular meeting of June 6, 2017, be approved. CONSENT AGENDA Motion: Council Member Bivens made a motion, seconded by Council Member Espino, that the Consent Agenda be approved as amended. M&C G-19022 - Authorize Purchase of Sixty Driver Speed Feedback Signs from Paradigm Traffic Systems, Inc. in the Amount of $167,100.00, Using a Cooperative Contract for the Transportation and Public Works Department for the Installation of Electronic "Your Speed" Signage City-Wide for Speed Control Purposes (ALL COUNCIL DISTRICTS) Mr. Mark Standage, 12833 Outlook Avenue, completed a comment card in opposition to Mayor and Council Communication G-19022. 3. XV. REPORT OF THE CITY MANAGER B. General 1. M&C G-19025 - Conduct Public Hearing and Adopt Ordinance Designating Property at 4900 W. Vickery Boulevard as Tax Abatement Reinvestment Zone No. 95, City of Fort Worth, Texas, for Expansion of an Existing Medical Manufacturing Facility for Smith & Nephew, Inc. (COUNCIL DISTRICT 3) (PUBLIC HEARING) Mayor Pro tem Shingleton opened the public hearing. a. Report of City Staff Mr. Robert Sturns, Economic Development Department, appeared before Council and provided a staff report. M&C G-19021 - Authorize Application for and Acceptance of, if Awarded, Funds in the Amount Up to $60,000.00 from the Sid W. Richardson Foundation, United Way-Capital One, Wal-Mart Community Foundation, Texas Health Resources, Fort Worth Independent School District, Crowley Independent School District, Tarrant County College District, and Other Organizations for the Community Action Partners' Rising Stars Youth Leadership Academy and Adopt Appropriation Ordinance (ALL COUNCIL DISTRICTS) Council Member Jordan requested that Council allow him to recuse from voting on this issue. Motion: Council Member Zadeh made a motion, seconded by Council Member Byrd, that Mayor and Council Communication G-19021 be approved and Appropriation Ordinance No. 22764-06-2017 be adopted. Motion passed 6-0, 1 recusal by Council Member Jordan, and Mayor Price and Council Member Moon absent. E. Award of Contract—Removed from Consent Agenda 1. M&C C-28268 - Authorize Execution of an Artwork Commission Agreement with Beliz Brother, in the Amount of $297,260.33 for Fabrication, Installation and Contingencies for Artwork at the Bob Bolen Public Safety Complex (COUNCIL DISTRICT 9) Ms. Roxann Lindsay, 2900 Ridgeline, appeared before Council in opposition to Mayor and Council Communication C-28268. Motion: Council Member Zadeh made a motion, seconded by Council Member Allen Gray, that Mayor and Council Communication C-28268 be approved. Motion passed 7-0, Mayor Price and Council Member Moon absent. IX. SPECIAL PRESENTATIONS, INTRODUCTIONS,ETC. 1. Presentation of Certificate of Recognition to Carter Riverside High School JROTC Dreaming Forward Riverside Council Member Zadeh presented a Certificate of Recognition to the Carter Riverside High School JROTC Dreaming Forward Riverside to Ms. Suzanne Hoff, Fellowship of the Arts, and Major Eric Weeks, Carter Riverside High School JROTC. Motion passed 6-1, Council Member Jordan casting the dissenting vote, and Mayor Price and Council Member Moon absent. 2. M&C G-19026 - Conduct Public Hearing on the Application by Cl Affordable Preservation, LP, an Affiliate of Texas Housing Foundation, to the Texas Department of Housing and Community Affairs for Non-Competitive Housing Tax Credits for the Proposed Acquisition and Rehabilitation of Casa, Inc., Located at 3201 Sondra Drive, Adopt Resolution of No Objection to the Application, Adopt Resolution Declaring a Need for and Authorizing the Texas Housing Foundation to Exercise its Powers Within the Territorial Boundaries of the City of Fort Worth and Authorizing a Cooperation Agreement Between the City and the Texas Housing Foundation (COUNCIL DISTRICT 9) (PUBLIC HEARING) Mayor Pro tem Shingleton opened the public hearing. a. M&C C-28274 - Authorize Execution of Enhanced Community Facilities Agreement with American Airlines, Inc., in an Amount Not to Exceed $950,000.00 for the Construction of Deceleration Lanes, Signaling and Sidewalk and Street Lights Improvements on Trinity Boulevard and American Boulevard (COUNCIL DISTRICT 5) Motion: Council Member Bivens made a motion, seconded by Council Member Zadeh, that Mayor and Council Communication C-28274 be approved with excitement. Motion passed 7-0, Mayor Price and Council Member Moon absent. 2. M&C C-28275 - Authorize Execution of Economic Development Program Agreement with NTP 35 LP or an Affiliate for a Mixed-Use Development to be Located at the Intersection of Interstate Highway 35W and U.S. Highway 287 (COUNCIL DISTRICT 7) Motion: Council Member Jordan made a motion, seconded by Council Member Bivens, that Mayor and Council Communication C-28275 be approved. Motion passed 7-0, Mayor Price and Council Member Moon absent. 3. M&C C-28276 - Authorize Execution of Interlocal Agreements with Various Municipalities and Other Governmental Entities for Participation in the Environmental Collection Center Household Hazardous Waste Program (ALL COUNCIL DISTRICTS) Motion: Council Member Bivens made a motion, seconded by Council Member Zadeh, that Mayor and Council Communication C-28276 be approved. Motion passed 7-0, Mayor Price and Council Member Moon absent. XVI. CITIZEN PRESENTATIONS Ms. Evon Harris, representing LightHouseDesign.org, 2609 Sagebrush Drive #202, completed a Citizen Presentation card relative to a potential program award and was recognized by Mayor Pro tem Shingleton but was not present in the Council Chamber. Mr. Jack Thompson, 1608 Lindsey and 1613 South Edgewood Terrace, appeared before Council relative to property ownership, back taxes, and homestead exemption. Mayor Pro tem Shingleton directed Mr. Thompson to meet with Council Member Biven, City Attorney Sarah Fullenwider, and Assistant City Manager Jay Chapa after the Council meeting. Mr. Jim Strachan, 10201 Eureka Springs Court, appeared before Council relative to the Chapel Creek wall located on his property. Police Captain Vance Keyes, 8624 Paper Birch Lane, completed a Citizen Presentation card relative to concerns and was recognized by Mayor Pro tem Shingleton but was not present in the Council Chamber.
