AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE FEDERAL GRANTS OPERATING FUND BY$15,000.00, SUBJECT TO RECEIPT OF
FUNDS FROM THE UNITED STATES MARSHALS SERVICE, FOR THE PURPOSE OF
REIMBURSING CERTAIN COSTS OF THE POLICE DEPARTMENT'S FUGITIVE UNIT
PARTICIPATING IN THE UNITED STATES MARSHALS SERVICE VIOLENT OFFENDER
TASK FORCE; PROVIDING FOR A SEVERABILITY CLAUSE;MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH;AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2015-2016 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the Federal
Grants Operating Fund by $15,000.00, subject to receipt of funds from the United States Marshals Service,
for the purpose of the Police Department's Fugitive Unit to participate in the United States Marshals Service
Violent Offender Task Force.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion orjudgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance No. 21873-09-2015 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

RECOMMENDATION:
It is recommended that the City Council adopt the attached supplemental appropriation ordinance,
increasing estimated receipts and appropriations in the Federal Grants Operating Fund by $15,000.00,
subject to receipt of funds, for a reimbursement grant from the United States Marshals Service for
participation by the Police Department's Fugitive Unit in the United States Marshals Service Violent
Offender Task Force.
DISCUSSION:
Since 2011, the City of Fort Worth and the United States Marshals Service (USMS) have been party to a
Memorandum of Understanding (MOU) regarding a USMS Task Force. The MOU, which continues until
either party terminates it, governs the Fort Worth Police Department's participation in the Violent Offender
Task Force and the USMS's reimbursement of certain City expenses (Mayor and Council Communication
(M&C) C-24625 and C-25560). The primary mission of the Task Force is to engage in joint law
enforcement operations that investigate and arrest persons who have active state and federal warrants,
thereby improving public safety and reducing violent crime.
Each year Staff brings forward an M&C and ordinance to appropriate reimbursement funds under the
program. For Fiscal Year 2016, the reimbursement consists of overtime expenses related to the USMS
Task Force and the costs of retro-fitting of one vehicle. The City of Fort Worth is responsible for salaries
and associated fringe benefits for members of the Fugitive Unit participating in the Task Force.
This transaction will be with a government entity, state agency or public institution of higher
education: United States Marshals Service.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendation, receipt of funding and
adoption of the attached supplemental appropriation ordinance, funds will be available in the current
operating budget, as appropriated, of the Federal Grants Operating Fund.
