AN ORDINANCE VACATING AND EXTINGUISHING A AN ALLEY,
SITUATED IN THE JOSEPH W. CONNOR SURVEY,ABSTRACT NO.355,
BEING A PORTION OF BLOCK 18, WM. J. BAILEY ADDITION, CITY
OF FORT WORTH, TARRANT COUNTY, TEXAS, AS RECORDED IN
VOLUME 310, PAGE 61 OF THE PLAT RECORDS OF TARRANT
COUNTY TEXAS, AND CONTAINING APPROXIMATELY 0.039 ACRE
OF LAND, PROVIDING FOR THE REVERSION OF FEE IN SAID LAND;
THE RETAINMENT OF EXISTING UTILITY EASEMENTS;
REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND
PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH,
TEXAS:
SECTION 1.
That a twelve foot wide public alley, situated the Joseph W. Connor Survey,
Abstract No. 355, City of Fort Worth, Tarrant County, Texas, being a portion of Block 18, Wm.
J. Bailey Addition, an addition to the City of Fort Worth, Tarrant County, Texas, according to
the plat recorded in Volume 310, Page 61 of the Plat Records of Tarrant County, and containing
approximately 1,709 square feet or 0.039 acre of land more or less, and as more specifically
described in Exhibits "A" and"B" attached hereto and incorporated herein by reference be and
the same is vacated and extinguished.
SECTION 2.
That the fee to the land in the above-described street right-of-way is released and shall
revert to the adjacent owner as provided by law.
SECTION 3.
That all existing utility easements shall be retained by the City until such time all utilities
located in that easement are relocated at the owner's expense.
SECTION 4.
That all ordinances or parts of ordinances in conflict herewith are hereby repealed.
SECTION 5.
That this ordinance shall take effect upon adoption.

LEGAL DESCRIPTION
BEING a 12 foot wide public Alley situated in the JOSEPH W. CONNER SURVEY, Abstract No.
355, Fort Worth, Tarrant County, Texas, and being a portion of Block 18, Wm. J. Bailey Addition
to the City of Fort Worth, Tarrant County, Texas, according to the plat recorded in Volume 310,
Page 61, of the Official Public Records of Tarrant County, Texas. Said 12 foot wide public Alley
being more particularly described by metes and bounds as follows:
BEGINNING at an "x" cut in concrete set at the Northwest corner of Lot 2, of said Block 18, Wm.
J. Bailey Addition, and said point lying at the intersection of the East right-of-way line of Arch
Adam Street (a 50 foot wide public right-of-way) with the South right-of-way line of said 12 foot
wide public Alley;
THENCE NORTH 12.00 feet, along the East right-of-way line of said Arch Adam
Street, to an "X" cut in concrete set at the Southwest corner of Lot 1, of said Block 18, Wm.
J. Bailey Addition, and said point lying at the intersection of the East right-of-way line of said
Arch Adam Street with the North right-of-way line of said 12 foot wide public Alley;
THENCE EAST 138.22 feet, along the South boundary line of said Lot 1 and the
North right-of-way line of said 12 foot wide public Alley, to a MAG nail set at the Southeast
corner of said Lot 1, and said point lying at the intersection of the Southwest right-of-way
line of Bailey Avenue (an 80 foot wide public right-of-way) with the North right-of-way line of
said 12 foot wide public Alley;
THENCE S 340 53' 12" E 14.63 feet, along the Southwest right-of-way line of said
Bailey Avenue, to a MAG nail set at the most Northerly Northeast corner of Lot 4, of said
Block 18, Wm. J. Bailey Addition, and said point lying at the intersection of the Southwest
right-of-way line of said Bailey Avenue and the South right-of-way line of said 12 foot wide
public Alley;

SUBJECT:
Adopt Ordinance Vacating an Alley in Block 18, William J. Bailey Addition, Between Bailey Avenue and
Arch Adams Street, to be Replatted with the Adjoining Property for Additional Parking for the Proposed
Expansion of the Existing Commercial Development (COUNCIL DISTRICT 7)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached ordinance vacating an alley in Block 18 William J. Bailey Addition between Bailey
Avenue and Arch Adams Street, to be replatted with the adjoining property for additional parking for the
proposed expansion of the existing commercial development; and
2. Waive any and all purchase fee value of the vacated land in accordance with City policy.
DISCUSSION:
Brittain and Crawford, on behalf of Mereken Land and Production Company, has requested the vacation
of this alley to be replatted with the adjoining property for additional parking for the expansion of the
existing commercial development. The City Plan Commission recommended approval of this request at
its meeting on April 26, 2017. An acceptable final plat (FS-17-091) has been received in accordance with
the Subdivision Ordinance.
The City of Fort Worth (City) originally obtained the above mentioned right-of-way through platting
process. The City does not possess any fee interest in the right-of-way or own any property adjacent to
the right-of-way and did not expend any City funds to purchase the right-of-way in fee or by easement. In
accordance with the City's policy regarding street and alley vacation transactions approved by the City
Council on March 6, 2007, Mayor and Council Communication (M&C G-15624), Staff recommends
waiving the fair market value or any portion thereof of purchase price of the right-of-way easements for the
alley.
This project is located in COUNCIL DISTRICT 7, Mapsco 62W.
This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION /CERTIFICATION:
The Director of Finance certifies that approval of these recommendations will have no material effect on
City funds.
