A RESOLUTION PROVIDING FOR A PUBLIC HEARING TO BE
HELD IN THE CITY COUNCII. CHAMBERS AT THE MUNICIPAL
BUILDING IN THE CITY OF FORT WORTH, TEXAS NOVEMBER
12, 2002 AT 7.00 P.M., FOR THE PURPOSE OF CONSIDERING THE
PROPOSED CHANGES AND AMENDMENTS TO ORDINANCE NO
13896, AS AMENDED WHICH IS THE COMPREHENSIVE ZONING
ORDINANCE OF THE SAID CITY AND PROVIDING THAT SAID
HEARING MAY CONTINUE FROM DAY TO DAY UNTII. EVERY
INTERESTED PARTY AND CITIZEN HAS HAD A FULL
OPPORTUNITY TO BE HEARD
BE IT RESOLVED BY THE CITY COUNCII. OF THE CITY OF FORT WORTH,
TEXAS
That at 7.00 o clock P.M. Tuesday November 12, 2002, the City Council of the City of Fort
Worth, which is the legislative body of the said City will hold a public hearing in the City
Council Chambers at the Municipal Building for the purpose of considering changes and
amendments to Ordinance No. 13896, as amended, the Comprehensive Zoning Ordinance of
said city The purpose of said hearing is to determine whether or not said Ordinance No.
13896, as amended, should be amended so that the zoning classification of the following
areas shall be changed as hereinafter described.
SP-02-003 Block 1 Lot 1R, Detention Center Complex
Recommended amendment to site plan in PD-325 Planned
Development for a Detention Center to Ladd two buildings, an 8 foot fence
and with a 10 foot setback, with the following conditions. no razor wire
can be visible from the street, no wood fence required, metal fence must be
a beige in color no required landscaping, the previous four buildings will
now be combined into two buildings and the guard station will be
elevated.

Development/Specific Use for all uses in F" General Commercial plus a
waiver of supplemental setbacks and subject to the following
1 Developer shall construct a stained wood fence on steel posts on the
subject site property line at the heights specifically indicated on the
submitted site plan (generally eight (8) feet built substantially similar to
the wood fence constructed along Hulen Road in the subdivision
immediately adjacent to and north of the subject site. This eight (8) foot
fence will extend in the Stone Meadow Subdivision from Lot 27 through
Lot 34 in their entirety and in the Summer Creek Ranch Subdivision from
Lot 8 through Lot 13 in their entirety Developer will ensure all existing
property pins will remain intact throughout the replacement of said
fencing Developer shall tie in the existing resident fences into the new
eight (8) foot fence constructed within Developer s property line. The post
and rails side of the fence shall face the adjacent residential property
owners, i.e. the smooth side of the fence will be facing the subject
development. The Developer shall be responsible for the ongoing
maintenance of the fence. Not withstanding the above, Developer shall
not be responsible for damages to the to the fence caused by adjacent
property owners.
2. An eight (8) foot wrought iron fence with Apache Points and gates will
be installed between the openings of those buildings providing access for
maintenance to the ten (10) foot landscape areas between the building
reflected on the site plan and the adjacent residential tracts. The gates
will be secured with deadbolt locks
3 Property lighting within the storage facilities shall be directed towards the
interior drives of the development, lighting on the two-story
office/apartment facility shall be directed in a downward fashion and
lighting along the north property drive shall be oriented in a southerly
direction by use of hoods or shields within the installed lighting. Any
lighting in the ten (10) foot landscape area between the subject building
and the adjacent residential tracts shall be mounted at a height not to
exceed eight (8) feet.
4 Any glass or windows on the second floor of the northern facade of the
office/apartment building shall be opaque.

S Trees between the adjacent residential tracts and subject buildings
shall be of a caliper and species as indicated in the landscape plan
submitted herewith. Shrubbery requirements otherwise required in the
ten (10) foot landscape area are waived Developer shall extend the
line of alternating three inch (3) caliper live oak and chinquapin
trees along the Stone Meadow Subdivision to a point forty (40) feet
from the southeast corner of Stone Meadow Subdivision Lot 27
6. Access to the storage facilities within the subject property through the
security gates reflected on the site plant shall be prohibited between the
hours of 12.00 pm and 6.00 am every day of the week.
7 The height of the freestanding sign along the Hulen Street right-of way
as reflected on the site plan shall be limited to a maximum height of
eighteen (18) feet. This sign shall be lit.
8. Security cameras, if any shall not be placed and/or utilized to view
tape, monitor or otherwise record property or any activities in
adjacent residential tracts.
9 Developer shall replace the entire length of back fence on the property
currently owned by Robert and Christy Reed, which partially adjoins the
subject property The height of agreed fence will be at a minimum of eight
(8) feet.

RESIDENTIAL ZONING DISTRICT WITH MINIMUM LOT SIZE OF
108,900 SQUARE FEET (2.5 ACRES)
That the proposed amendments and changes at this hearing will be considered in accordance
with the provisions of Chapter 211 of the Texas Local Government Code.
BE IT FURTHER RESOLVED that this Resolution, when published in the official
newspaper of the City of Fort Worth, which is a paper of general circulation, one (1) time,
shall constitute a notice of hearing, which publication shall be made at least fifteen (15) days
prior to such hearing, and all interested parties are urgently requested to be in the City
Council Chambers at the Municipal Building at the time hereinabove set forth to make any
protest or suggestion that may occur to them, and this hearing may continue from day to day
until every interested party and citizen has had a full opportunity to be heard.
