A RESOLUTION PASSED CONCURRENTLY BY THE CITY COUNCILS,
RESPECTIVELY, OF THE CITIES OF DALLAS AND FORT WORTH,
TEXAS CONSENTING TO THE CITY OF IRVING S GRANT OF A
REBATE INCENTIVE FOR AVIALL SERVICES, INC , TO RELOCATE
ITS CORPORATE HEADQUARTERS AND CENTRAL DISTRIBUTION
FACILITIES TO D-FW AIRPORT
WHEREAS the Dallas-Fort Worth International Airport has requested the Cities of
Dallas and Fort Worth Texas to approve resolutions consenting to the City of Irving
granting a rebate incentive for Aviall Services Inc. to relocate its corporate
headquarters and central distribution facilities to D-FW International Airport; and
WHEREAS the Dallas-Fort Worth Airport Board approved an Interlocal Agreement with
the City of Irving by Resolution No 98-10-327 on October 23 1998 and
WHEREAS the City of Dallas approved Resolution No 983297 on November 11 1998
to execute an Interlocal Agreement with the Dallas-Fort Worth International Airport
Board the City of Fort Worth Texas and the City of Irving Texas and
WHEREAS the City of Fort Worth Texas adopted Resolution No 2475 dated
December 15 1998 authorizing. an Interlocal Agreement with the Cities of Irving and
Dallas for the sharing of revenues generated within the boundaries of D-FW
International Airport; and
WHEREAS the City of Irving by Resolution No 10-22 98-535 dated October 22 1998
approved an agreement with the Cities of Dallas and Fort Worth and
WHEREAS the Interlocal Agreement, dated December 21 1998 between the City of
Irving the City of Dallas the City of Fort Worth and D-FW International Airport provided
that the City Councils of Dallas and Fort Worth must approve any requested tax
exemptions or abatements pertaining to developments on D-FW Airport that are subject
to the Interlocal Agreement; and
WHEREAS Aviall is under an aggressive development schedule and in order to meet
Aviall s development schedule the D-FW International Airport Board is targeting March
1 2001 to approve the lease with Aviall Services Inc and
WHEREAS the inability to meet the development schedule of Aviall or the City of Irving
is unable to provide the rebate incentive for Aviall Inc. would result in an a{ternative
site being selected that will not provide any economic benefits to the parties identified in
the Interlocal Agreement; and
WHEREAS by granting this exemption Aviall's facility will not only relocate to a D-FW
Airport location but will also provide direct revenues to the airport and the cities and
stimulate additional development opportunities that will generate additional land rent
and tax revenues as anticipated in the Interlocal Agreement;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
DALLAS, TEXAS
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH TEXAS
Section 1 That the cities of Dallas and Fort Worth hereby consent to the City of Irving s
grant of a rebate incentive for Aviall Services Inc. in an amount equal to the tax Aviall
Inc would otherwise pay on the value of its personal property Freeport eligible
Inventory to be located at the D-FW Airport. The cities consent to the City of Irving s
grant of rebate incentives for Aviall Inc is solely for the purposes of compliance with
Article III of the Interlocal Agreement.
Section 2. This Concurrent resolution may be executed in counterparts and when duly
passed by both Cities and separate counterparts are duly executed by each City this
Concurrent Resolution shall be in full force and effect.
Section 3 That this resolution shall take effect immediately from and after its passage
by the City Councils of the Cities of Dallas and Fort Worth in accordance with the
provisions of the Charters of the Cities of Dallas and Fort Worth and it is accordingly so
