HomeMy WebLinkAboutResolution 2723A Resolution (Revised) NO.a Regarding Amended Legislation and Related Agreements Concerning the Cities of Grapevine, Dallas, Fort Worth and the D/FW International Airport WHEREAS, legislation is pending before the Texas Legislature to require the cities of Grapevine and Coppell to enter into agreements with the cities of Dallas and Fort Worth to share certain revenues generated within the boundaries of the Dallas/Fort Worth International Airport similar to agreements in existence with the cities of Euless and Irving; and WHEREAS, the related legislation, SB 569 by Senator David Cain and HB 2083 by Representative Glenn Lewis, both have been supported by the cities of Fort Worth and Dallas and the Dallas Fort Worth International Airport as a solution to a long standing disagreement over revenues generated at the airport and municipal services provided, and WHEREAS, consideration of SB 569 and HB 2083 along with various other pieces of legislation filed by Senator John Carona, Senator Jane Nelson, Representative Dale Tillery and Representative Vicki Truitt have garnered much debate during the legislative process this session, and WHEREAS, Lieutenant Governor Bill Ratliff through his personal involvement and the involvement of his office has issued a recommended legislative proposal to address the concerns and general disagreement between the parties involved that includes the following provisions 1) Providing for 1/3 and 2/3 revenue sharing as proposed in SB 569 but only for airport property south of Highway 121 and Highway 114 2) No retail development may occur north of Highway 121 or Highway 114 for 20 years without the mutual consent of the parties, 3) Commercial development north of Highway 121 and Highway 114 will not be subject to revenue sharing except by mutual consent of the parties including any non-retail development allowed by DFW as well as any retail development. agreed to by the parties 4) The four non-constituent cities Irving, Euless, Grapevine and Coppell,-~~ill share a~~~f, rotating, ex-officio seat.on the DFW Board. The ex-officio member is entitled totithe same board communications as full members except those communications legitimately conf deritial underjthe open meetings act; 5) Exclude hotel occupancy tax from revenue sharing; 6) Use theft cal year 2000 as the _=. base year 7) Require an annual audit by an independent auditor and ~ ~=~ '~"~ ` ~'`` WHEREAS, the Fort Worth City Council has reviewed the proposal recommended by..theµ ~~~ Lieutenant Governor's office and agrees m principal with the provisions containedn~the`,proposal''~`and WHEREAS,~it,is the desire of the Fort Worth City Council to support the proposal in hopes of resolving the pending issues between cities of Dallas, Fort Worth, Grapevine and Coppell and WHEREAS, it is the hope of the Fort Worth City Council that the adoption of the proposal will provide for a renewed spirit of cooperation between all the parties involved, 3;~ r P:y; r3a ~i ~.a NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH THAT 1 the Fort Worth City Council supports and urges passage of legislation that implements the recommended floor substitute to SB 569 as outlined in the Lieutenant Governor's proposal and 2. the Fort Worth City Council m lieu of or m conjunction with passage of legislation, supports the development of any necessary inter local agreements between the cities of Dallas, Fort Worth, Grapevine and Coppell, that will advance and encompass provisions of the proposal and 3 the Fort Worth City Council commits that the City will not seek to nullify the conditions outlined m the proposal and 4 the Fort Worth City Council extends its appreciation to Lieutenant Governor Bill Ratliff to the members of his staff and to the members of the Legislature for their efforts to settle the disagreement between the respective cities and 5 with the proposed settlement, the Fort Worth City Council in collaboration with the City of Dallas and the host cities, looks forward to continued development of the Dallas/Fort Worth International Airport into the finest airport m the world for the benefit of the local region and the state of Texas.
