CONFIRMATION OF FORT WORTH GOLF ADVISORY BOARD MEMBERS
WHEREAS, on May 1 2001 the City Council approved M&C G 13222 creating
a Fort Worth Golf Advisory Committee (GAC) appointed by the City Council to report
issues related to the city's municipal golf courses, and
WHEREAS, the roles and responsibilites of the GAC include the development
policy recommendations associated with the City's golf program, including
improvements and budgets, and
WHEREAS, the GAC will forward their recommendations to the Parks and
Community Services Department Advisory Board, who m turn report the
recommendations of both the GAC and the Park Board to the City Manager and City
Council for consideration,
WHEREAS, the GAC will meet monthly and that at the end of one year the City
Council will review the progress and effectiveness of the GAC
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF FORT WORTH.

(1) That the City Council supports the mission of the municipal golf program,
which is to provide a safe, customer friendly golfing opportunity to the citizens and
visitors of Fort Worth, and has approved the following individuals to this committee
Mayor's Appointment James Nader
Council Distract 2 Louis Ayala
Council Distract 3 Warren Moody
Council Distract 4 Ray Ferrell
Council Distract 5 Elvin Bennett
Council District 6 Donald Doyle
Council District 7 Ronald Norman
Council Distract 8 Naymond James
Council District 9 Robert Haubold
(2) That the City Council .authorizes the City Manager to develop a program
to allow GAC members reasonable access to City golf facilities to assist m the
performance of their Committee responsibilities.
Adopted.

RECOMMENDATION
It is recommended that a Fort Worth Golf Advisory Committee for the Parks and Community Services
Department's (PACs) Golf Fund be created and that the Mayor and City Council members each
appoint an individual to serve on the Committee
DISCUSSION
On March 6 2001 the City Council's Governmental Relations Committee discussed a proposal to form
a Golf Advisory Board appointed by the City Council to make recommendations to staff the City
Manager and the City Council on issues related to golf The Governmental Relations Committee
believed that a City Council appointed Golf Advisory Board would be more inclusive of the community
and that the Golf Fund would be better served by an advisory board that focused solely on golf related
issues A motion to create the Golf Advisory Board by City ordinance was approved by the
Governmental Relations Committee
On March 14 2001 the Fort Worth Golf Advisory Committee approved a motion that concurred with the
Governmental Relations Committee in creating a Golf Advisory Board On March 20 2001 the Parks
and Community Services Advisory Board disagreed and defeated a motion to create the Golf Advisory
Board
The proposal was discussed by the City Council at their work session on April 3 2001 Rather than
create a new board reporting directly to the City Council the City Council directed that the current
structure of the Golf Advisory Committee would remain in effect with the following changes
• The Fort Worth Golf Advisory Committee (FWGAC) will be comprised of individuals appointed
by each City Council member and
• The FWGAC would report issues to the Parks and Community Services Advisory Board who
would in turn forward the recommendations of the FWGAC and the Park Board to the City
Council and City Manager and
• The City Council would review the FWGAC progress one year from when all appointments are
made and
• The Parks and Community Services Advisory Board will intensify their efforts to improve
communication between golfers the Golf Advisory Committee and departmental staff
Roles and responsibilities of the FWGAC will include
• Provide policy recommendations in regards to the City's golf program to the Parks and
Community Services Advisory Board and the City Council about citizen needs and requests that
will improve the services of the Golf Enterprise Fund program and
Recommend to the Parks and Community Services Advisory Board and the City Council the
plans for development of facilities and services as they relate to the golf program and
City of Fort Worth, Texas

• Review and comment upon the proposed annual operating budget and capital improvement
program requests for the golf program Recommendations made by the FWGAC will be
presented to the Parks and Community Services Advisory Board the City Manager and the
City Council for consideration and
• Review and comment upon proposed fee adjustments for the golf program Recommendations
made by the FWGAC will be presented to the Parks and Community Services Advisory Board
the City Manager and the City Council for consideration
The following outlines the recommended schedule for establishment of the FWGAC
• May Appointments made by City Council to the FWGAC
• June First Meeting Review and comment on PACS requested budget.
• July Continue budget review as necessary begin program and policy review
• August Recommendations to Mayor and Council on City Manager's proposed budget.
• September Joint Meeting with Parks and Community Services Advisory Board
• October-June FWGAC to review budget, programs policies Capital Improvement Program
and future fee adjustments
• July August Sunset review
At the end of the first year the City Council's Governmental Relations Committee would review the
effectiveness of the FWGAC to determine if it should be continued amended or abandoned
Rockwood Golf Course is located in COUNCIL DISTRICT 2
Z Boaz and Pecan Valley golf courses are located in COUNCIL DISTRICT 3
Meadowbrook Golf Course is located in COUNCIL DISTRICT 4
Sycamore Creek Golf Course is located in COUNCIL DISTRICT 8
