Kayser, City Secretary With a quorum of the City Council Members present, Mayor Price called the Fort Worth City Council Work Session to order at 3:01 p.m. on Tuesday, August 1, 2017, in City Council Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 1. Report of the City Manager- David Cooke, City Manager a. Changes to the City Council Agenda There were no changes. b. Upcoming and Recent Events No Council meeting on August 8, 2017, next meeting is August 15, 2017. Task Force on Race and Culture will meet on Friday, August 4, 2017, at 7:30 am, at the Exhibit Hall at the Botanical Research Institute of Texas. C. Overview of Significant Zoning Cases - Dana Burghdoff, Planning and Development Department 5. Presentation on Convoy of Hope - Steve Pulis, Convoy of Hope Mr. Steve Pulis, Convoy of Hope, gave details of the Convoy of Hope that will be at Southwest High School on October 28, 2017. The event is open to all. 6. Presentation on Senate Bill 4 - Gerald Pruitt, Law Department and Ed Kraus, Police Department Deputy City Attorney Gerald Pruitt gave an overview of the legal implications of Senate Bill 4. Assistant Police Chief Ed Kraus detailed the impacts to the police department. Officer Daniel Segura provided Spanish translation for the presentation and the discussion. Presentation on the FY18 Capital Budget- David Cooke, City Manager City Manager David Cook presented the FY 2018 Capital Budget. The total for the FY 2018 Capital Plan expenditures is $755,922,000. The tax rate allocations will be presented with the FY 2018 Operating Budget on August 15, 2017. 8. Presentation on Amending the Council Rules of Procedure - Sarah Fullenwider, Law Department City Attorney Sarah Fullenwider presented changes to the Council's Rules of Procedure. The first is to amend Section 5.4.6 Citizen Presentations stating that individual presentations would be limited to three minutes and no group presentation would be allowed. The second proposed change was to add a new section; 5.4.7 Rules of Conduct; clarifying the appropriate behavior for members of the public attending City Council meetings. Repetitive language from Section 4.3 Preservation of Order would be deleted. 9. City Council Requests for Future Agenda Items and/or Reports Council Member Kelly Allen Gray requested an update on the Coleman Report. Council Member Ann Zadeh requested an update on the Smoking Ordinance. Council Member Byrd requested an update on the permitting process. Council Member Bivens requested an update on the Jacqueline Craig lawsuit. Council Member Moon requested an update on how we can ensure that multi-family residential construction is of the best quality. Council Member Jungus Jordan requested an update on developers and required repairs to street cuts.
