SELECTING PORTMAN DEVELOPMENT, LLC AND PHELPS PROGRAM MANAGEMENT
FOR ASSISTANCE IN THE DEVELOPMENT OF
A CONVENTION CENTER HOTEL AND PARHING FACILITY
WHEREAS m 1996 a feasibility study conducted by the Fort Worth Convention and Visitor's
Bureau identified the need for an expanded convention center and the development of a convention
center headquarters hotel m the City of Fort Worth ("City}, and
WHEREAS, pursuant to M&C C 18310 on October 17 2000 and M&C C 18450 on February
6, 2001 the City retained GJ Johnson Consulting, Inc. ("Consultant") to provide consulting services
related to the development of a convention center headquarters hotel and associated parking facility
(collectively the `Convention Center Hotel') and
WHEREAS on April 25 2001 Consultant issued a Request for Qualifications ("RFQ") to
potential developers of the Convention Center Hotel, and
WHEREAS, based on responses to the RFQ on June 13 2001 Consultant issued a Request for
Proposals ("RFP") to four (4) potential developers of the Convention Center Hotel, and.
WHEREAS the Crty received responses to the RFP on or before July 18 2001 and
WHEREAS, the City working with Consultant,. has completed its evaluation of the responses to the
RFP
NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH, TEXAS
1 That the City hereby selects Portman Development, LLC and Phelps Program
Management, LLC (collectively `Developer") as its choice to develop the Convention Center Hotel, and
2. That the Crty Manager is hereby authorized to negotiate a memorandum of understanding
or other term sheet with Developer which, if accepted and approved by the Crty Council, will serve as
the basis for the negotiation of a formal agreement between the Crty and Developer outhmng the terms
and conditions related to the development of the Convention Center Hotel
AND IT IS SO RESOLVED
