AUTHORIZING THE CITY STAFF TO INCLUDE IN CONJUNCTION WITH
THE NEXT GENARAL PURPOSE BOND SALE THE ISSUANCE OF CERTIFICATES OF
OBLIGATION TO FINANCE THE REPLACEMENT AND EXPANSION
OF THE CITY'S SIREN WARNING SYSTEM
WHEREAS, on March 28, 2000 a tornado struck the City of Fort Worth and other local cities
causing three deaths and substantial damage in Fort Worth to local homes, businesses, and the downtown
area, and
WHEREAS, the current siren warning system within the boundaries of the City generally did sound
throughout most of the city giving warning to residents of the impending weather event, however some
individual sirens within the system failed, and
WHEREAS, given the potential of additional severe weather-related events to occur in Fort Worth
and the age of the current siren warning system, rt is m the best interest of the citizens of Fort Worth for the
City Council to consider replacing and expanding the City's aging siren warning system and
WHEREAS, the City Council supported and lead an effort to seek passage of legislation during the
last Texas Legislative Session that did not pass that would have provided authorization for the Tarrant
County 911 District to implement and fund astate-of the-art county wide siren warning system, and
WHEREAS, in June, 2001 the City of Fort Worth proposed at a meeting of the Tarrant County 911
Board of Directors that the 911 District develop a policy to partially reimburse Fort Worth, the County and
other cities located within the District s ~ur~sdiction for costs associated with staffing the call centers in each
of the cities and County and
WHEREAS, after much deliberation, the Tarrant County 911 District Board agreed to implement a
reimbursement policy allocating $lmillion in their 2001 2002 budget to the member cities, of which $304 008
is to be shared with the City of Fort Worth to partially reimburse the City for call taker expenses incurred as a
result of 911 calls; and
WHEREAS, ~t is the desire of the City Council to accept this reimbursement and to urge the 911
District Board of Directors to continue its new policy of reimbursement to local member cities for 911 related
expenses.in subsequent budget years; and
WHEREAS, this reimbursement of 911 funds gives the City of Fort Worth the financial resources in
the City s 2001 2002 budget to consider financing the projected $3 million cost of replacement and
expansion of the siren warning system through the use of certificates of obligation,
NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS
1 That the City Council desires to replace and expand the siren warning system within the boundaries
of the City and directs the City staff to develop an appropriate plan including
development of a regional warning system as feasible; and
2 That the City Council authorizes and directs the City staff to include in conjunction with the next
general purpose bond sale the issuance of certificates of obligation to finance the replacement and
expanston of the City s siren warning system.
