Kayser, City Secretary With a quorum of the City Council Members present, Mayor Price called the Fort Worth City Council Work Session to order at 3:04 p.m. on Tuesday, August 1, 2017, in City Council Conference Room 290 of the Fort Worth City Hall, 200 Texas Street, Fort Worth, Texas. 1. Report of the City Manager-David Cooke, City Manager a. Changes to the City Council Agenda M&C L-16061 —correct Council District to 7. M&C L-16059—withdraw from consent to correct by adding petition M&C G-19062 -will be withdrawn completely M&C G-19071 - (CCPD Funding Petition) will be corrected to reflect $79,610,920.00 and that the proposed funding application will be removed. M&CG-19076—Ordinance and design manual will be provided at the meeting. M&C G-19077 and G-19079—updated documents providing final prices will be provided. b. Upcoming and Recent Events Council meeting on Tuesday, August 22, 2017 is cancelled. The next council meeting is scheduled for Tuesday, August 29, 2017 at 3:00 p.m. Budget Workshops start later this week: Thursday, August 17, 2017 (9:00 a.m. to 3:30 p.m.) Friday, August 18, 2017 (1:30 p.m. to 4:30 p.m.) Council Conference Room, City Hall, Room 290 CITY OF FORT WORTH, TEXAS CITY COUNCIL WORK SESSION AUGUST 15, 2017 Page 2 of 4 Task Force on Race and Culture Meeting, Monday, August 28, 2017, 5:00 p.m., Botanic Garden Center August 29. 2017—CCPD meeting at 5:30 P.M. in the Council Conference Room 290. C. Organizational Updates and Employee Recognition(s) Michelle Gutt, Communications and Public Engagement Director, presented and discussed the new Recreation Guide. d. Informal Reports 1. IR 10041: Economic Development Program Agreement with Galderma Laboratories, LP 2. IR 10042: Update on 2017 Competitive (9%) Housing Tax Credit Applications 3. IR 10043: Submission of 2017 Certified Appraisal Roll and Certified Collection Rate 4. IR 10044: Submission of 2017 Effective and Rollback Tax Rates 2. Current Agenda Items - City Council Members Resolution on Rules of Procedure will be continued until September Resolution on Immigration will be continued until August 29, 2017 Council Member Bivens had questions about: C-28320—after school program for Como Elementary. Staff to find out if other schools are able to apply and participate in this grant program. C-28324—design for new drop off stations—there will be no storage. 3. Responses to Items Continued from a Previous Week SP-17-010 - (COUNCIL DISTRICT 6 — Jungus Jordan) - Chisholm Summer Creek LLC, 9100-9400 blocks Summer Creek Drive; From: PD 971 " PD/D" Planned Development for all uses in " D" High Density Multifamily with a maximum of 24 units per acre; site plan required To: Provide required site plan for PD 971 for multifamily (Recommended for Approval by the Zoning Commission) (Continued from June 20, 2017 by Mayor Pro-Tem Shingleton) Moving forward CITY OF FORT WORTH, TEXAS CITY COUNCIL WORK SESSION AUGUST 15, 2017 Page 3 of 4 b. A Resolution Amending the Council Rules of Procedure to Add a New Section, Section 5.4.7, to Address Rules of Conduct and to Revise Section 5.4.6 to Limit Public Comments During the Citizen Presentation of the City Council Agenda to Three Minutes (Continued from August 1, 2017 by Council Member Jordan) Will be continued until September. 4. Council Proposal No. 310 - City of Fort Worth Joining Litigation Against Texas Senate Bill 4 (SB4) — Council Member Carlos Flores, Joined and Supported by Council Members Ann Zadeh, Kelly Allen Gray and Gyna Bivens Council Member Carlos Flores will be asking for the Rules of Procedure to be suspended so that this item can be considered during the Council Meeting tonight, August 15, 2017. 5. Briefing on Tourism Public Improvement District — Bob Jameson, Convention and Visitors Bureau Mr. Bob Jameson, Fort Worth Convention and Visitors Bureau, and Scott Joslove, Texas Hotel and Lodging Association, briefed the Council on the proposed Tourism Public Improvement District (TPID). The purposes are: increase economic impact of tourism; allow Fort Worth to remain competitive in conventions, meetings, leisure and sports; and provide reliable resource for hotels during economic downturns and inventory growth. The public hearing on the TPID will be on the August 29, 2017, Council meeting with the assessment, if approved, to start on January 1, 2018. 6. Presentation of Stop Six Revitalization Video — Fernando Costa, City Manager's Office Assistant City Manager Fernando Costa showed a video of the revitalization activities in Stop Six and he also noted the performance measures being used to track progress. 7. Presentation on the Proposed 2018 Operating Budget — David Cooke, Citv Manager's Office City Manager David Cooke presented the Proposed 2018 Operating Budget. Key areas of note: Reduction of tax rate by three (3) cents, continuing to fund capital and infrastructure needs, no use of fund balance. 8. City Council Requests for Future Agenda Items and/or Reports Council Member Jordan—concern about contractors damaging city streets and the condition they are leaving the streets in.
