URGING THE TEXAS MUNICIPAL LEAGUE TO SUPPORT LEGISLATION TO
CREATE A DEPOSIT SYSTEM FOR GLASS AND PLASTIC BOTTLES AND/OR
ENCOURAGE RECYCLING OF REUSABLE MATERIALS
•
WHEREAS, discarded glass and plastic bottles m vacant lots and along city rights of way
causes cities to expend additional revenue to remove the htter• and
WHEREAS, cities conduct clean-ups at different times of the year but the problem of glass
and plastic bottles persists httermg vacant lots and city rights of way and- interfering with a city's
storm water system, and ~~
WHEREAS, other states have implemented a glass and plastic bottle deposit system as a
way to reduce htter• and
WHEREAS, deposit systems provide an incentive system to encourage recyclmg of these
materials and have proven to be effective m those states that have such systems, and
WHEREAS, during the last Legislative Session m 2001 legislation was filed and supported
by cities and TML that created a deposit system in Texas, and
WHEREAS, the Legislature should consider during the next session legislation that
proposes an incentive based system including a deposit system to encourage recyclmg of glass and
plastic containers and other reusable materials,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FORT WORTH
That the City Council urges the Texas Municipal League to support legislation that creates a deposit
system m Texas or other incentive based systems to encourage the recycling of reusable materials.
