NOWTHEREFORE, CITY and ENGINEER, acting herein by and through their duly authorized representatives, enter into the following agreement, which amends the CONTRACT: 1 . Article I of the CONTRACT is amended to include the additional engineering services specified in a proposal dated July 6, 2017, a copy of which is attached hereto and incorporated herein. The cost to City for the additional design services to be performed by Engineer totals $269,000. 00 . 2 . Article II of the CONTRACT is amended to provide for an increase in the fee to be paid to Engineer for all work and services performed under the Contract, as amended, so that the total fee paid by the City for all work and services shall be an amount of $2,219,415 .00. These services include the design of 1,800 linear feet of 8"water line; 3;400 linear feet of 12-inch water line; 2,750 linear feet of 16-inch water line; and five(5)pressure reducing valve(PRV)stations to facilitate the transfer of a portion of the existing Westside ll Pressure Plane to the adjacent Westside III Pressure Plane. These improvements are shown on the attached Exhibit and are generally located south of Interstate 30 between Las Vegas Trail and Lackland Road in west Fort Worth.These additional services are further described as follows: Water Line Improvements Contract Documents will be prepared for water improvements in accordance with the original contract.As such, additionai services for design management, conceptual design, preliminary design, final design, bidding, and construction phase services is requested for the following improvements: • 8-inch water line along Elizabeth Lane from Cherry Lane to Reagan Drive(1,000 LF) • 8-inch water line along Ruby Street from Ramona Drive to Alta Mere Boulevard(850 LF) • 12-inch water line from Slocum Avenue to Lackland Road (across former North Z Boaz Park) (3,400 LF) • 16-inch water line along Bangor Drive from Slade Avenue to William Road (2,750 LF) PRV Improvements Contract Documents will be prepared for PRV improvements in accordance with the original contract. ($12,000) Task 3 (Preliminary Design)-$92,500 ENGINEER will complete Preliminary Design in accordance with the Original Contract for the following: • Water Line and PRV Improvements—Subtotal$92,500 o The ENGINEER's subconsultant will provide surveying services. ($45,600) Task 4(Final Design) $50,100 ENGINEER will complete Final Design, for the approved alignment, in accordance with the Original Contract for the following: • Water Line and PRV Improvements—Subtotal$50,100 • The ENGINEER's subconsultant will provide electrical engineering design services for alarming the PRV installation sites with a cellular/cloud based system. Sites will be powered with a micro turbine power generator assembly. Alarm system will notify CITY SCADA, but will not be integrated directly into the CITY's SCADA system. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Water Capital Fund in the amount of$430,000.00 from available funds; and 2. Authorize execution of Amendment No. 4 to City Secretary Contract No. 39975, an Engineering Agreement with Kimley-Horn and Associates, Inc., in the amount of$269,000.00 for a revised contract amount of$2,219,415.00 for the Cultural District/Will Rogers Area Water and Sanitary Sewer Improvements project. (City Project No. 01468). DISCUSSION: On February 9, 2010, Mayor and Council Communication (M&C C-24094) the City Council authorized an Engineering Agreement with Kimley-Horn and Associates, Inc., in the amount of$1,072,250.00 for the Cultural DistrictWll Rogers Area Water and Sanitary Sewer Improvements. The Agreement was subsequently revised by three amendments totaling $878,165.00 as follows: Amendment No. 1 in the amount of$46,995.00 administratively authorized on March 17, 2014, Amendment No. 2 in the amount of $261,070.00 authorized August 5, 2014 (M&C C-26903), and Amendment No. 3 in the amount of $570,100.00 authorized September 20, 2016 (M&C C-27934). Amendment No. 4 will provide for the necessary design to alleviate complaints of low water pressure from customers located in the western part of the Westside 2 Pressure Plane, south and east of the Western Hills North neighborhood to increase water pressure in the indicated areas. It is necessary to transfer a portion of the existing Westside 2 Pressure Plane to the adjacent Westside 3 Pressure Plane which has a higher operating pressure. In addition to the increased contract costs, $161,000.00 in additional funds are required for project management and real property acquisition costs associated with Amendment No. 4. Engineering for the Cultural District/Will Rogers Area Water and Sanitary Sewer Improvements is one component of the overall project that includes project management, utility coordination, construction, material testing, inspection, and contingencies. The overall project budget is $12,042,580.00. This project will have no impact on the Water Department's operating budget when complete. The project is located in COUNCIL DISTRICT 3. FISCAL INFORMATION/CERTIFICATION: The Director of Finance certifies that upon approval of the above recommendations and adoption of the attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, of the Water Capital Fund. The Fiscal Year 2017 Water Operating Fund Budget includes appropriations of $21,060,000.00 for the purpose of providing Pay-As-You-Go funding for Water Capital Projects. After this transfer for Fiscal Year 2017, the balance will be $2,108,573.00.
