TO CITY SECRETARY CONTRACT NO. 42021
WHEREAS, the City of Fort Worth (CITY) and Halff Associates, Inc. ,
(ENGINEER) made and entered into City Secretary Contract No. 42021, (the
CONTRACT) which was authorized by M&C - C24925 on the 21St day of July,
2011 in the amount of $ 358, 700. 00; and
WHEREAS, the CONTRACT was subsequently revised by: Amendment
Number 1 in the amount of $34, 500. 00 which was administratively
authorized on March 23, 2012; and
WHEREAS, the CONTRACT involves engineering services for the
following project :
LITSEY ROAD FROM INDEPENDENCE PARKWAY TO CLEVELAND-GIBBS; and
WHEREAS, it has become necessary to execute Amendment No. 2 to the
CONTRACT to include an increased scope of work and revised fee.
NOW THEREFORE, CITY and ENGINEER, acting herein by and through their
duly authorized representatives, enter into the following agreement,
which amends the CONTRACT:

Article I of the CONTRACT is amended to include the additional
engineering services specified in a proposal dated May 31, 2012, a copy
of which is attached hereto and incorporated herein. The cost to City
for the additional design services to be performed by Engineer totals
$25, 300. 00.

Article II of the CONTRACT is amended to provide for an increase in
the fee to be paid to Engineer for all work and services performed under
the Contract, as amended, so that the total fee paid by the City for all
work and services shall be an amount of $418, 500 . 00 .
3 .
All other provisions of the Contract, which are not expressly
amended herein, shall remain in full force and effect.

Engineering Amendment No.2
Dear Mr.Buckley:
Please accept this letter proposal for additional engineering services that are necessary to complete the
Litsey Road project. Our proposal provides for additional engineering services, as requested, to re-
design approximately 535 feet of 16-inch water line along Litsey. The re-design will relocate the
proposed water line from an underground alignment across Henrietta Creek to an aerial alignment
attached to the Henrietta Creek Bridge. We are requesting payment for these additional engineering
services in the amount of$16,500. A manhour worksheet is attached for this work. Additionally, we
are requesting $5,000 to perform the drainage study at the Henrietta Creek Bridge and $3,800 for
surveys around the bridge and channel. Therefore,the total amount of additional fee we are requesting
with this proposal is$25,300.
The original contract amount for this project was $358,700. With approval of Engineering Amendment
No. 1 the contract amount increased to $393,200. With approval of Engineering Amendment No. 2 the
contract amount will increase to $418,500. The original M/WBE fee for this project was $106,667
(29.7%). With approval of Engineering Amendment No. 1 the M/WBE fee increased to $121,667
(30.9%). With approval of Engineering Amendment No. 2 the M/WBE fee will increase to $125,467
decreasing the M/WBE percentage to 29.98%. The M/WBE goal for this project is 26%.

Authorize Execution of Amendment No. 2 with Halff Associates, Inc., to City Secretary Contract No. 42021,
in the Amount of$25,300.00 to an Engineering Agreement for Engineering Services for Litsey Road from
Independence Parkway to Cleveland-Gibbs Road Resulting in a Total Contract in the Amount of
$418,500.00 (COUNCIL DISTRICT 2)
RECOMMENDATION:
It is recommended that the City Council authorize the execution of Amendment No. 2 to City Secretary
Contract No. 42021 with Halff Associates, Inc., in the amount of$25,300.00, resulting in a total contract in
the amount of$418,500.00.
DISCUSSION:
This project provides for the design of Litsey Road from Independence Parkway to Cleveland-Gibbs
Road. On July 21, 2011, (M&C C-24925) the City Council authorized the City Manager to execute an
Engineering Agreement with Halff Associates, Inc., for the design of Pavement Reconstruction and Utility
relocation along Litsey Road from Independence Parkway to Cleveland-Gibbs Road in the amount of
$358,700.00.
This Amendment provides funding for preparing the redesign of a water line to be located on the new
Litsey Road Henrietta Creek Bridge instead of placing the line under Henrietta Creek parallel to the bridge.
In addition, the amendment provides for additional surveying and a drainage study for the new bridge that
was not done under an earlier stage of this project. This work is necessary to verify that the flood plain has
not been raised by the construction of the new Litsey Road bridge.
Amendment No. 1, in the amount of$34,500.00, was administratively approved on March 23, 2012.
Halff Associates, Inc., agrees to maintain its initial M/WBE commitment of 30 percent that it made on the
original Agreement and extend and maintain that same M/ BE commitment of 30 percent to all prior
amendments up to and inclusive of this Amendment No. 2. Therefore, Halff Associates, Inc., remains in
compliance with the City's M/WBE ordinance and attests to its commitment by its signature on the
Acceptance of Previous M/WBE Commitment form executed by an authorized representative of its
company.
This project is located in COUNCIL DISTRICT 2, Mapsco 8D and 9A.
FISCAL INFORMATION /CERTIFICATION:
The Financial Management Services Director certifies that funds are available in the current capital
budget, as appropriated, of the Grant Capital Project Fund.
