ADOPTING THE FORT WORTH
20 Year (2017-2037) COMPREHENSIVE SOLID WASTE
MANAGEMENT PLAN AND
INCORPORATE BY REFERENCE INTO THE
COMPREHENSIVE PLAN
WHEREAS, the collection, processing and disposal of municipal solid waste is a
fundamental responsibility of local government to protect public health, safeguard the
environment and ensure long-term disposal capacity for residents and businesses; and
WHEREAS, Fort Worth residents and businesses generate approximately 784,008
tons of municipal solid waste annually and equal to 2,562 tons per day; and
WHEREAS, as continued growth occurs, increased demand is being placed on area
landfills, long-term disposal capacity is decreasing and disposal costs are increasing due
to longer hauling distances to disposal sites and enhanced regulatory requirements for
landfills; and
WHEREAS, in the past fifteen years the City has established foundational solid
waste management programs and environmental stewardship initiatives that include city-
wide residential recycling collection of single-stream materials and brush and yard
trimmings, advanced evaluation and research of similar commercial-based initiatives',
volume-based pay as you throw billing for residential customers and collection of
household hazardous waste materials; and
WHEREAS, City staff was directed to complete an in-depth evaluation of
residential, community and industrial and commercial waste diversion services,
established solid waste facilities and recycling infrastructure, and an extensive community
engagement and outreach campaign to assist in determining the communities desire,
support and readiness level toward future needs, strategies, goals, objectives and an
implementation plan to achieve them; and
WHEREAS, the 20 Year (2017-2037) Comprehensive Solid Waste Management
Plan was developed following comments from three public meetings, eight stakeholder
meetings, 32 influential leader interviews and 635 face-to-face/on-line surveys; and
WHEREAS, more than 129 individual recommended action items have been
identified for Fort Worth's future solid waste road map, activities including researching,
evaluating, coordinating and implementing the plan over the next 20 years as the
community's culture shifts with additional behavioral-based support, financial feasibility

is documented, and solid waste and environmental technology advances.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FORT WORTH, TEXAS:
1. That the City Council adopts the 20 Year (2017-2037) Comprehensive Solid
Waste Management Plan as a guide for making decisions about capital
improvements and operations associated with the management of solid waste.
2. That the Comprehensive Plan is hereby amended to incorporate the 20 Year
(2017-2037) Comprehensive Solid Waste Management Plan by reference.
Adopted this 12th day of September, 2017.

Conduct Public Hearing on the Proposed City of Fort Worth 20 Year (2017-2037) Comprehensive Solid
Waste Management Plan and Adopt Resolution Approving this Plan (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Conduct a public hearing on the proposed 20 Year(2017-2037) Comprehensive Solid Waste
Management Plan to allow the public the opportunity to give testimony and present written evidence;
2. Adjourn the public hearing; and
3. Adopt the Resolution approving the City of Fort Worth 20 Year (2017-2037) Comprehensive Solid
Waste Management Plan and incorporate it by reference into the City's Comprehensive Plan.
DISCUSSION:
The Proposed 20 Year (2017-2037) Comprehensive Solid Waste Management Plan is the result of the
City's two and half year evaluation and development process through continued community involvement
and input; helping develop a Fort Worth's solid waste roadmap for the next 20 years. The City utilized
consulting services from Gershman, Brickner& Bratton, Inc., for assistance and solid waste expertise in
evaluating the City's current systems, researching available market-based programs, facilities and service
providers, engaging the community through public meetings, focus groups, surveys, industry and key
stakeholder discussion, and influential leader interviews. The Draft Plan was presented to City Council on
August 2, 2016, followed by input of public comments and the third Public Open House presentation which
took place on September 15, 2016. Having made all the City Manager's Office requested adjustments to
the individual Action Items included in the five (5) Year Implementation Plan, Staff is seeking formal
adoption of the 20 Year Comprehensive Solid Waste Management Plan to begin implementing the plan.
The Proposed 20 Year(2017-2037) Comprehensive Solid Waste Management Plan includes the
historical, current and future trends within the City's solid waste streams for both residential and
commercial sectors, while highlighting current successful residential recycling activities (current rate of
over 21 percent) and future recycling enhancements for single-stream, construction and demolition,
organic and other atypical materials. Even though our past five (5) year trend demonstrates a reduced
generation of solid waste per capital as the Fort Worth population increases and as economic
development continues to grow, a greater total volume (and tons) of solid waste will need to be accounted
for in expanded waste minimization and recycling programs or end up in the Southeast Landfill and other
regional landfills. To accomplish the greatest impacts toward preserving the Southeast Landfill life and
associated capacity, focusing on accomplishing greater recycling from the industrial, commercial, and
institutional waste stream is key. Since the Southeast Landfill is a key City asset with a current remaining
estimated life of 25 +/- years, preserving the site life minimizes the near term financial impacts, delays

future capital expenditures and maximizes the future revenue stream. In addition, other related aspects of
the Proposed 20 Year (2017-2037) Comprehensive Solid Waste Management Plan include advancing a
citywide litter campaign, enhanced residential services, comprehensive educational outreach and
awareness efforts and developing infrastructures for service and program advancements.
The Proposed 20 Year (2017-2037) Comprehensive Solid Waste Management Plan encompasses 129
individual recommendations distributed amongst five (5) key areas of: Preservation of Southeast Landfill
(33 recommendations), Incorporate Commercial & Industrial Waste Strategies (24 recommendations),
Engage and Promote Environmental Stewardship (26 recommendations), Grow Top Shelf Residential
Services (23 recommendations) and Roadmap for Future Policy Considerations (23 recommendations).
Future financial funding and major capital improvements include identified planning, research and
evaluations projects, expanded facilities and land use for staff administration, Drop Off Stations, and
ensuring long-term disposal capacity projects, streetscape-based trash/recycling containers for additional
litter prevention efforts, and proposed vehicle and equipment replacement and potential new compressed
natural gas fueled vehicles. Identified funding for the Proposed 20 Year(2017-2037) Comprehensive Solid
Waste Management Plan and related capital improvements will be reviewed and approved each fiscal
year within the City's annual budgeting and capital improvement process to maintain transparent,
sustainable and affordable residential services and rates.

_City Plan Commission Recommendation:
The City Plan Commission held a public hearing on the proposed 20 Year(2017-2037) Comprehensive
Solid Waste Management Plan on May 24, 2017 and voted unanimously to recommend adoption of the
plan. Following the Plan Commission recommendation, the 20 Year(2017-2037) Comprehensive Solid
Waste Management Plan was presented to the City Council's Infrastructure and Transportation Committee
on June 13, 2017 and will be presented to the City Council for review on August 29,2017 and for adoption
on September 12, 2017.
This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION / CERTIFICATION:
The Director of Finance certifies that funds for all related actions are available in the current operating
budget of the Solid Waste Fund and there will be no material effect on the Fiscal Year 2017 Budget.
