rrn SUBJECT: SENIOR SERVICES PROGRAM TRANSITION
This informal report is prepared to inform City Council of operational changes to programs for older adults
operated by Sixty & Better. The City offers senior programs at the following eight (8) community centers:
Como, Diamond Hill, Eugene McCray, Fellowship Corner, Handley-Meadowbrook, Northside, North Tri-
Ethnic and Worth Heights. Effective October 1, 2017, the City of Fort Worth will assume responsibility for
the operation of these programs at the aforementioned City of Fort Worth community centers.
Background
In March 2013, Sixty & Better (formerly Senior Citizen Services of Greater Tarrant County) requested
$160,000.00 ($20,000.00 for each of eight community centers) from the City, for full-year funding to pay
for one part-time senior program director position at each location, Monday - Friday. In an effort to ensure
that service delivery remained stable, the City provided $80,000 to underwrite the cost of on-site senior
program directors at these eight facilities. For FY2017, the contract with Sixty & Better was increased to
$120,000.00. Staff was then tasked with reviewing services provided for seniors to determine the
appropriate role the City should play in funding those services.
The Scope for the Assessment included:
■ Area demographics for Fort Worth/Tarrant County
■ Benchmarking senior services supported by cities including: Dallas, Austin, San Antonio, EI Paso,
Houston, Arlington, Grand Prairie
■ Service Delivery Model; Program Funding Sources; Transportation
■ Identify gaps in services
■ Develop data to be used for strategic planning
A number of key stakeholders were involved in the assessment including staff from Neighborhood
Services, Finance, Park and Recreation, and Planning and Development. In addition to City staff, AARP,
the United Way/Area Agency on Aging, Senior Citizen Services of Greater Tarrant County and Tarrant
County Human Services assisted with the review. As a result of the assessment, the following
recommendations were made:
o Payment to Sixty & Better in the amount of$40,000 for the final installment for services through
September 31, 2017 for a total of$160,000 for FY2017.
o City assumes responsibility for the provision of recreational and social services for older adults
at community centers, effective October 1, 2017,
■ Staff submitted an enhancement package as part of the FY 2018 budget not to exceed
$160,000

As we enter into the 2018 Fiscal Year, Sixty & Better will continue to provide nutritious meals and
transportation for participants to the participating community centers. City staff will be responsible for the
day-to-day operations of the program and the provision of group exercise classes, wellness workshops,
educational presentations, free health check-ups, and special outings.
