AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN
THE AMOUNT OF $166,784.00 IN THE WATER CAPITAL FUND, FROM AVAILABLE
FUNDS, FOR THE WATER AND/OR SANITARY SEWER REPLACEMENT CONTRACT
2016, WSM; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE
CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT
HEREWITH;AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS:
SECTION 1.
That in addition to those amounts allocated to the various City departments for Fiscal Year 2016-2017 in the
Budget of the City Manager,there shall also be increased estimated receipts and appropriations in the amount
of $166,784.00 in the Water Capital Fund, from available funds, for the water and/or sanitary sewer
replacement contract 2016, WSM.
SECTION 2.
That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void
for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair
the remaining portions, sections, or parts of sections of this ordinance,which said remaining provisions shall
be and remain in full force and effect.
SECTION 3.
That this ordinance shall be cumulative of Ordinance 22394-09-2016 and all other ordinances and
appropriations amending the same except in those instances where the provisions of this ordinance are in
direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of
said prior ordinances and appropriations are hereby expressly repealed.
SECTION 4.
This ordinance shall take effect upon adoption.

Authorize Execution of Amendment No. 2 in the Amount of$146,784.00 to City Secretary Contract No.
47844, an Engineering Agreement with Stream Water Group, Inc., for a Revised Contract Amount of
$611,736.00 for Water and Sanitary Sewer Replacement Contract 2016, WSM-A, Located on Various
Streets in the Ridglea North Neighborhood, Provide for Project Management and Materials Testing Costs
and Adopt Appropriation Ordinance (COUNCIL DISTRICT 3)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the
Water Capital Fund in the amount of$166,784.00 from available funds; and
2. Authorize execution of Amendment No.2 to City Secretary Contract No. 47844, an Engineering
Agreement with Stream Water Group, Inc., in the amount of$146,784.00 for a revised contract in the
amount of$611,736.00 for the Water and Sanitary Sewer Replacement Contract 2016, WSM —A project
(City Project No. 02693)
DISCUSSION:
On May 17, 2016 Mayor and Council Communication (M&C C-27718)the City Council authorized the
execution of an Engineering Agreement with Stream Water Group, Inc., in the amount of$329,450.00 for
the preparation of plans and specifications for the replacement of the water and/or sanitary sewer mains
on various streets as identified in that M&C. The Agreement was subsequently revised by Amendment No.
1 in the amount of$135,502.00 authorized August 2, 2016 (M&C C-27836).
Amendment No. 2 will provide for the necessary design to alleviate complaints of low water pressure from
customers located in the eastern part of the Westside 2 Pressure Plane, located in the Ridglea North
Neighborhood, in order to increase water pressure in the indicted area. It is necessary to transfer a portion
of the existing Westside 2 Pressure Plane to the adjacent Westside 3 Pressure Plane which has a higher
operation pressure.
The proposed pressure plane transfer and system improvements in the eastern part of the Westside 2
Pressure Plane will necessitate the installation of water mains and appurtenances on the following streets:

Engineering for Water and Sanitary Sewer Replacement Contract 2016, WSM-A is one component of the
overall project that includes project management, utility coordination, water/sanitary sewer and pavement
construction, material testing, inspection and contingencies. The overall project budget is $7,300,000.00.
Design is expected to be completed by July 2018. Construction is anticipated to commence in November
2018 and estimated to be completed by November 2018. Additionally, $20,000.00 is required for staff
costs and materials testing.
The project will have no impact on the operating budgets of the Water Department and the Transportation
Public Works Department when completed.
M/WBE OFFICE: Stream Water Group, Inc., agrees to maintain its initial SBE commitment of 12 percent
that it made on the original Agreement and extend and maintain that same SBE commitment of 12 percent
to this Amendment No.2. Therefore Stream Water Group, Inc., remains In compliance with the City's BDE
Ordinance and attests to its commitment by its signature on the Acceptance of Previous SBE Commitment
Form executed by an authorized representative of its company.
The project is located in COUNCIL DISTRICT 3.
FISCAL INFORMATION /CERTIFICATION:
The Director of Finance certifies that upon approval of the above recommendations and adoption of the
attached appropriation ordinance, funds will be available in the current capital budget, as appropriated, of
the Water Capital Fund. The Fiscal Year 2017 Water Operating Fund Budget includes appropriations of
$21,060,000.00 for the purpose of providing Pay-As-You-Go funding for Water Capital Projects. After this
transfer for Fiscal Year 2017, the balance will be $456,338.00. Appropriations for Water and Sanitary
Sewer Replacement Contract 2016, WSM-A Project By Funds consist of the following:
