HomeMy WebLinkAboutOrdinance 22901-09-2017 Ordinance No. 22901-09-2017 AN ORDINANCE INCREASING THE ESTIMATED RECEIPTS AND APPROPRIATIONS IN THE AMOUNT OF $83,410.00, IN THE GRANTS FUND, FROM AVAILABLE FUNDS, FOR THE PURPOSE OF OPERATING THE FORT WORTH AFTER SCHOOL PROGRAM AT GREENBRIAR ELEMENTARY AND DEZAVALA ELEMENTARY SCHOOLS; PROVIDING FOR A SEVERABILITY CLAUSE; MAKING THIS ORDINANCE CUMULATIVE OF PRIOR ORDINANCES; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH; AND PROVIDING AN EFFECTIVE DATE. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS: SECTION 1. That in addition to those amounts allocated to the various City departments for Fiscal Year 2016-2017 in the Budget of the City Manager, there shall also be increased estimated receipts and appropriations in the amount of $83,410.00, from available funds, in the Grants Fund, for the purpose of operating the Fort Worth After School Program at Greenbriar Elementary and DeZavala Elementary Schools. SECTION 2. That should any portion, section or part of a section of this ordinance be declared invalid, inoperative or void for any reason by a court of competent jurisdiction, such decision, opinion or judgment shall in no way impair the remaining portions, sections, or parts of sections of this ordinance, which said remaining provisions shall be and remain in full force and effect. SECTION 3. That this ordinance shall be cumulative of Ordinance 22393-09-2016 and all other ordinances and appropriations amending the same except in those instances where the provisions of this ordinance are in direct conflict with such other ordinances and appropriations, in which instance said conflicting provisions of said prior ordinances and appropriations are hereby expressly repealed. Authorize the acceptance of the award from, and the execution of an Interlocal Agreement with the Fort Worth Independent School District in an amount up to $83,410.00 to operate the Fort Worth After School Program at Greenbriar Elementary and DeZavala Elementary Schools; and 2. Adopt the attached appropriation ordinance increasing estimated receipts and appropriations in the Grants Fund in the amount of$83,410.00. DISCUSSION: On June 27, 2017, the Fort Worth Independent School District (FWISD) Board of Trustees approved the City of Fort Worth as a Full Service Provider with Fort Worth After School for the 2017-2018 school year. The City will receive up to $83,410.00 for the program at Greenbriar Elementary and DeZavala Elementary Schools. The FWISD will reimburse the City through its general funds based on actual expenditures, not budgeted amounts. The City will submit monthly invoices to FWISD for reimbursement. No advanced funding will be provided. Up to 10 percent in administrative costs can be included as part of the budget. The goals of the program are to (1) Provide opportunities for academic enrichment, including providing tutorial services to help children, particularly students who attend low-performing schools, to meet State of Texas and local student academic achievement standards in core academic subjects such as reading, mathematics, and science; and (2) Offer participating students a broad array of additional services, programs, and activities that are designed to reinforce and complement the students' regular academic program. The term of this Agreement will be for one year effective beginning August 1, 2017 and expiring July 31, 2018, and will include five, one-year renewal options. The program is located in COUNCIL DISTRICT 9. This contract will be with a governmental entity, state agency or public institution of higher education: Fort Worth Independent School District.
