DISCUSSION: The Fort Worth Library (Library) will use this Agreement to continue its digital newspaper subscription services from NewsBank, Inc., (NewsBank). NewsBank hosts and administers a proprietary website containing select years of the Fort Worth Star-Telegram, Houston Chronicle, Dallas Morning News, Sc, Antonio Express, and other newspapers as well as historical newspapers and documents for genealoc research. Patrons with a valid Fort Worth library card can access these digital resources via the Librar website from anywhere in the United States. The Library has well-established systems and procedure! authorizing cardholders' remote access to its licensed online databases, e-books, and other digital cor Library patrons have quickly adapted to using these new formats, making them the fastest-growing se the Library offers. The Library's NewsBank databases receive over 40,000 searches annually. NewsBank is the sole distributor licensed to provide portions of the Library's electronic content, includi select years of the Fort Worth Star-Telegram and the Texas Historical Archive. Because the informatic available from only one source, NewsBank is a sole-source vendor pursuant to Texas Local Governmi Code 252.022(7) for these subscription services. A procurement from a vendor that is subject to sectio 252.022(7) of the Local Government Code is exempt from competitive bidding. PRICE ANALYSIS -The Library estimates that $150,000.00 will be spent for subscription costs for the year. No guarantee was made that a specific amount of these products or services would be purchase The Library Department certifies that the prices are fair and reasonable. AGREEMENT TERMS — Upon City Council's approval, the Agreement will begin July 1, 2017 and exp June 30, 2018. M/WBE -A waiver of the goal for MBE/SBE subcontracting requirements was requested by the Depar and approved by the M/WBE Office, in accordance with the M/WBE or BDE Ordinance, because the M/WBE Waiver is solicited based on the sole source information provided to the M/WBE Office by the managing department's project manager. ADMINISTRATIVE CHANGE ORDER -An Administrative Change Order or increase may be made by City Manager in an amount up to $50,000.00 and does not require specific City Council approval as to sufficient funds have been appropriated.
