HomeMy WebLinkAboutResolution 2693• A Resolution NO ~ ~ 9~ A RESOLUTION ADOPTING THE CITY'S ALTERNATIVE DESIGN FOR THE SOUTHWEST PARKWAY (SH 121T) AND TRANSMITTING THE DESIGN TO THE TEXAS DEPARTMENT OF TRANSPORTATION AND THE NORTH TEXAS TOLLWAY AUTHORITY WHEREAS, on December 8 1998 the City Council approved an agreement with the North Texas Tollway Authority (NTTA) and the Texas Department of Transportation (TxDOT) concerning the development of the Southwest Parkway (SH 121 T) and WHEREAS, the proposed Southwest Parkway is necessary to alleviate congestion and enhance air quality and WHEREAS, the proposed Southwest Parkway requires federal state tollway and local funding to provide for the design and construction of the project and WHEREAS, all parties to the agreement are committed to incorporating a high degree of aesthetic and urban design standards to the extent reasonably possible and WHEREAS, all parties to the agreement have agreed that the North Texas Tollway Authority Texas Department of Transportation and/or the City of Fort Worth may propose additional amenities design and safety features and standards which may not necessarily have been included m initial concepts and WHEREAS, all parties to the agreement have agreed that the final engineering approval of the schematic design must be made in writing by the City Federal Highway Administration North Texas Tollway Authority and the Texas Department of Transportation and WHEREAS, the Fort Worth City Council established a Project Development Team and provided a process for citizen mvolvernent related to the schematic design and WHEREAS, the Project Development Team for this process reflected a balance of •' community interests - including neighborhoods historic preservation, scenic preservation general business and residential and commercial land development interests and WHEREAS, the members included citizens participation to the process in order to develop the best design possible for building the Southwest Parkway within identifiable practical and available resources and, WHEREAS, the Project Development Team recommended a Preferred Alternative Design for the Southwest Parkway which was presented to City Council on December 12 2000 NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS 1) The City Council accepts the recommendations of the Project Development Team and adopts them as the City s Preferred Design for the Southwest Parkway 2) The City s Preferred Design shall be completed to a sufficient level of detail and submitted to TxDOT and NTTA for a complete and timely evaluation as part of the environmental impact study 3) The City acknowledges that the final project design must satisfy Federal Highway Administration, TxDOT and NTTA engineering standards for safety and operation 4) The City Council urges that the recommendations contained in the City s Preferred Design be followed as closely as practical absent insurmountable environmental problems or unacceptable conflicts with safety and engineering standards 5) The City recommends that TxDOT NTTA and the City of Fort Worth work cooperatively to identify and obtain funding to construct the Southwest Parkway and to implement the project at the earliest possible date 6) The City s representative to the Technical Work Group (as identified in the point TxDOT NTTA and City of Fort Worth Agreement) will continue to assist all parties in the preparation of a Draft Environmental Impact Statement .. 7) The City strongly urges TxDOT and NTTA to continue to hold regular public briefings and public hearings through the environmental review process 8) The City reaffirms its support of the plan to construct the Southwest Parkway as a toll facility and otherwise in accordance with the agreement between the City TxDOT and NTTA approved by the city on December 8 1998 ADOPTED this ~ ~ day of Q..~~.1,~-et _ 2000 ~~~~~ Mayor Kenneth Barr APPROVED AS TO FORM AND LEGALITY ~'~ ; ~ ~_~ ~ti: ~ .g- ~~ff2 City Seer~tary Assistant ity Attorney ~~~ ,~~~ ~~U CfTy~Cp°vE© UNCIL °EC ~s zooo L ~~~ Ci4y Seca®tarq of the Gitp oQ' For¢ E$forQh, Tea~~ •
