SUPPORTING LEGISLATION RELATING TO THE
CRIME CONTROL AND PREVENTION DISTRICT
WHEREAS, the citizens of Fort Worth through a vote held m March,1995 established the Fort Worth Crime
Control and Prevention District pursuant to state law• and
WHEREAS, in the Spring of the year 2000, the citizens of Fort Worth will be asked to consider renewing the Fort
Worth Crime Control and Prevention District; and
WHEREAS, this legislative session is the last m which beneficial changes can be made to state law prior to the
renewal vote m the year 2000• and
WHEREAS, the Fort Worth Crty Council as part of the 1999 State Legislative Program proposed certain changes
to state law and these changes have been drafted in the form of proposed legislation, and
WHEREAS, any proposed legislation will include provisions to allow but not mandate that the Fort Worth City
Council be the governing body and Board of Directors of the Crime Control and Prevention District; and
WHEREAS, any proposed legislation will allow for the Board of Directors or the Fort Worth City Council to call a
renewal election for 5 or 10 years, subject to a vote of the citizens, and
WHEREAS, any proposed legislation will allow for an orderly phase-out period of 180 days or to the end of the
fiscal year whichever is longer if the renewal proposition fails, and
WHEREAS, any proposed legislation will allow for the Crime District to issue bonds for construction of police
facilities such as police stations, substations, storefronts or minimum security facilities, so long as the bonds do not
exceed the term for which the district ~s renewed, and
WHEREAS, any proposed legislation will exempt a mumc~pal crime control district from the administrative
procedures law which generally applies to state agencies and details the regulation process for state agencies, and
WHEREAS, the proposed legislative changes are needed m order to provide flexibility and clarity to the law
governing the Fort Worth Came Control and Prevention District;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH.
That the Fort Worth City Council supports legislation that includes changes to the crime control district law as
detailed m this resolution, and
That the Fort Worth City Council urges that the Texas Legislature to give due consideration to the changes
proposed herein and pass such legislation to provide flexibility and clarity to the crime control district law
