FOR THE PURPOSE OF CONSIDERING THE PROPOSED CHANGES AND AMENDMENTS TO ORDINANCE NO 3011 AS AMENDED WHICH IS THE COMPREHENSIVE ZONING ORDINANCE OF THE SAID CITY AND PROVIDING THAT SAID HEARING MAY CONTINUE FROM DAY TO DAY UNTIL EVERY INTERESTED PARTY AND CITIZEN HAS HAD A FULL OPPORTUNITY TO BE HEARD BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FORT WORTH, TEXAS That at 7 00 o clock P.M. Thursday March 11 1999 the City Council of the City of Fort Worth, which is the legislative body of the said City will hold a public hearing m the City Council Chambers at the Municipal Building for the purpose of considering changes and amendments to Ordinance No 3011 as amended, the Comprehensive Zoning Ordinance of said city The purpose of said hearing is to determine whether or not said Ordinance No 3011 as amended, should be amended so that the zoning } ~ classification of the following areas shall be changed as hereinafter described. DEVELOPMENT REGULATIONS Fences and Buffers A minimum 5 to maximum 6 garden wall and/or wrought iron fence/wood fence m accordance with Exhibits 4B C,D and E with 5 to 20 landscape step as outlined in Exhibits 4 4A.1 and 2 shall be placed along the western boundary of the campus as appropriate properties are acquired. No pedestrian gate opening shall be permitted. All streets on hospital s western border shall be vehicular gates which shall be for emergency access only Columns and masonry walls shall be built and designed m keeping with the architectural style of the hospital facilities as represented m the attached exhibits. Interim 6 screen fences maybe constructed along the western property lines of property not bounded by the western limit of the proposed campus limit. All walls and temporary fences shall be initiated and completed concurrently with Phase I development. Landscaping• All development shall conform to the landscape requirements of Section 18.E of the Zoning Ordinance All garden walls shall be landscaped and irrigated as delineated m Exhibit 4A.1 Native trees and shrubs shall be used to the extent possible including the use of evergreen shrubbery such as Nelly R. Stevens and Burford Holly Planting beds shall be contained by steel edging and plants clustered for appropriate design. The western most border of the campus along a street right-of way shall be planted with a minimum 4 capper tree (excluding Cedar Elm) 30 on center with clusters of ornamental trees such as Crepe Myrtle at gateways. All plants shall be a minimum of 2 6 back of the curb line and edged by a 5 sidewalk. All planting areas shall be turfed and irrigated subject to the Crty of Fort Worth requirements Architectural Character All construction and fascade design shall conform m character and design to adjacent properties and museums. Pitched roofs and gables shall be incorporated to provide relief from existing massing. Fenestrations and windows facing the residential properties shall be non reflective glass and adhere to Exhibits SA to C No open parking garage shall be permitted above 20 when add acent to residential property and noise level limited to 70 db at adjacent residential property Building heights shall be limited to the heights as outlined m Exhibits 5 SA, SB and SC • Z-98-177 (Continued) Lighting Parking lot lighting shall utilize metal halide (white) color temperature lamps and shall be directed away from residential property Ornamental street lights as delineated m Exhibit 4F shall be used along all boundaries at a separation of 90 and consistent with current street light designs. Street lights along the western boundary shall be no higher that 14 and a maximum 1 foot candle Street Setbacks.. Existing setbacks for 7th Street shall be observed for all new construction. Businesses shall be oriented toward 7th or Montgomery Streets Parking Parking requirments of the Zoning Ordinance shall be met. The existing parking garage shall be expanded to accommodate any displacement of surface level parking prior to any new construction on such surface parking. No on-street parking shall be permitted except for duck m parallel parking. All required parking shall be located within the confines of the campus • Construction Controls Adequate off street parking shall be provided for all employees, staff, patients, visitors and construction workers on campus or m designated temporary auxiliary parking. All construction materials, equipment and storage shall be within prescribed areas and fences Construction entrances shall be limited to Haskell, Montgomery or 7th Street. Site Plan Requirements A site plan is required for Phase I construction. All subsequent construction east of Haskell shall not require the submission and approval of a site plan. All areas west of Haskell shall require the submission of a site plan per prescribed procedures.
