AN ORDINANCE ADJUSTING THE TOTAL NUMBER OF AUTHORIZED SWORN POSITIONS IN
THE POLICE DEPARTMENT BY ADDING TEN POSITIONS IN THE CLASSIFICATION OF
CORPORAL/DETECTIVE, ADDING ELEVEN POSITIONS IN THE CLASSIFICATION OF
SERGEANT, ADDING TWO POSITIONS IN THE CLASSIFICATION OF LIEUTENANT, AND
ADDING ONE POSITION IN THE CLASSIFICATION OF CAPTAIN EFFECTIVE OCTOBER 1,
2017; PROVIDING A STATEMENT OF PURPOSE AND INTENT; PROVIDING THAT THIS
ORDINANCE SHALL BE CUMULATIVE OF ALL PRIOR ORDINANCES AND REPEAL
CONFLICTING ORDINANCES; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, Section 143.021(a), Texas Local Government Code provides that a municipality's
governing body shall by ordinance (i) establish the classifications of police officers and (ii) prescribe the
number of positions in each classification; and
WHEREAS, on August 29, 2017, the City Council adopted Ordinance 22856-08-2017, which
established the Police Department's sworn personnel staffing levels, effective September 16, 2017, as
follows:

WHEREAS, the Police Chief has requested that the City Council increase the number of authorized
positions within the existing classification of Corporal Detective by ten (10), within the existing classification
of Sergeant by eleven (11), within the existing classification of Lieutenant by two (2), and within the existing
classification of Captain by one (1), effective October 1, 2017, to reflect the Civil Service staffing included
in the Fiscal Year 2018 Budget in order to fulfill the third phase of a three-year improvement plan for staffing
the Police Department's Sixth Patrol Division, and provide School Resource Officers to Northwest ISD, and
thereafter prescribe the number of authorized positions in the Police Department to conform with the
proposed changes as set forth below in order to effect efficient economy of the operations of the Police
Department.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF FORT
WORTH, TEXAS:
SECTION 1.
That, following the formal adoption of this ordinance, the following positions shall be the only sworn
positions in each classification (rank) authorized in the City of Fort Worth Police Department effective
October 1, 2017, until modified by subsequent ordinance:

SECTION 2.
That the "Mayor and Council Communication" memorandum, which is presented
contemporaneously with this ordinance, is hereby expressly incorporated herein by reference for further
clarification and explanation of the purpose and intent of the City Council in its adoption of this ordinance
as well as the Department in its implementation.
SECTION 3.
That this ordinance shall be cumulative of all provisions of previous ordinances and of the Code of
the City of Fort Worth, Texas (2015), as amended, except where the provisions of this ordinance are in
direct conflict with the provisions of prior police staffing ordinances for the Police Department and such
Code, in which event conflicting provisions of such ordinances and such code provisions are hereby
repealed and this ordinance shall be controlling.
SECTION 4.
That it is hereby declared to be the intention of the City Council that the sections, paragraphs,
sentences, clauses and phrases of these ordinances are severable, and if any phrase, clause, sentence,
paragraph or section of this ordinance shall be declared unconstitutional by the valid judgment or decree
of any court of competent jurisdiction, such unconstitutionality shall not affect any of the remaining phrases,
clauses, sentences, paragraphs and sections of this ordinance, since the same would have been enacted
by the City Council without the incorporation in this ordinance of any such unconstitutional phrase, clause,
sentence, paragraph or section.

SECTION 5.
That this ordinance shall be effective October 1, 2017, with respect to the addition of twenty-four
(24) positions included in the adopted budget as reflected above, and it is so ordained.

Adopt Ordinance Amending Police Department Staffing Effective October 1, 2017, to Increase the Total
Number of Authorized Civil Service Positions in Specified Classifications by Twenty-Four to Reflect
Changes Included in the Fiscal Year 2018 Budget and Adopt Ordinance Prescribing Salaries for the Police
Department (ALL COUNCIL DISTRICTS)
RECOMMENDATION:
It is recommended that the City Council:
1. Adopt the attached ordinance to reflect Civil Service staffing in the Police Department included in the
Fiscal Year 2018 Budget, which increases the number of authorized positions in the classification of
Corporal/Detective by ten, increases the number of authorized positions in the classification of Sergeant
by eleven, increases the number of authorized positions in the classification of Lieutenant by two and
increases the number of authorized positions in the classification of Captain by one, thereby increasing
the total authorized Civil Service positions from 1,700 to a total of 1,724, effective October 1, 2017; and
effective until superseded by future ordinances; and
2. Adopt the attached ordinance prescribing the salaries for all peace officers in the Police Department
effective October 1, 2017.
DISCUSSION:
The purpose of this Mayor and Council Communication (M&C) and the attached ordinances is to take
actions to effect the recently adopted Fiscal Year 2018 Budget for the Police Department. Adoption of the
first attached ordinance will revise Civil Service Staffing in the Police Department to reflect Civil Service
Staffing included in the City's adopted Fiscal Year 2018 Budget. The adopted budget includes funding for
the addition of twenty-four Civil Service budgeted positions in the Police Department. In addition, the
adopted budget includes funding to make five overage Officer positions permanent.
Twenty-Seven positions are intended to fulfill the third phase of a three-year improvement plan for staffing
the Police Department's Sixth Patrol Division, which was approved with the Adopted Fiscal Year 2016
Budget. This phase includes three Officers, ten Corporal/Detective eleven Sergeants, two Lieutenants
and one Captain. In addition two Officers are added as School Resource Officers for Northwest ISD.
Of the 29 positions outlined above, only 24 will add to the authorized strength due to existing overages at
the Officer rank. On August 1 and 29, 2017, the City Council adopted Staffing Ordinances for the Police
Department (Ordinance Nos. 22813-08-2017 and 22856-08-2017) to temporarily increase the authorized
positions at the Officer rank in order to accommodate graduating Fort Worth Police Recruit
Classes. These increases, or overages were necessary due to accelerated training associated with

staffing up the sixth patrol, lower-than-projected attrition and delays in promotions at higher ranks that
resulted in too few vacancies at the Officer rank to accommodate the graduates. Class 144 will graduate
in December, and it is anticipated that some additional temporary positions will be added at that time;
however, the need will begin to drop as promotions happen in December and beyond. A revised staffing
ordinance will be presented in the spring to restore the intended authorized strength noted in the table
below.
Approval of the attached ordinance would result in new authorized civil service staffing levels to be
effective October 1, 2017, as follows:

NOTE -The position changes at issue in this M&C and ordinance do not in any way affect the civil service
positions that were added with the receipt of the COPS Hiring Grant (M&C C-27135).
Adoption of the second attached ordinance would prescribe the salaries for each classification of peace
officer in the Police Department in accordance with state law and the adopted labor agreement.
This M&C does not request approval of a contract with a business entity.
FISCAL INFORMATION /CERTIFICATION:
The Director of Finance certifies that the adopted Fiscal Year 2018 Budget, as appropriated, includes
funds for the added twenty-seven positions in the General Fund and two positions in the Crime Control
and Prevention District Fund.
